On June 8, 2006 a source for investment professionals REGISTEREDREP.COM broke a news story surrounding the National Association Of Securities Dealers (NASD), an investment bank named TALON HOLDINGS INC., its Vice-President John V. Firo, and others in an undercover FBI operation against TALON client SHIMODA-ATLANTIC (Bentonville, Arkansas) in the article entitled, "In Switch, Company Sues NASD For Fraud, Says NASD Aided FBI In Creating Bogus B/D," written by Kristen French. (See Reference Immediately Below)

Nearly 2-weeks later on June 21, 2006 the Arkansas Chronicle released its 'complete' story - from a 'preview' June 20, 2006 - entitled, "Move over James Bond: FBI Issues the UK's Patrick Lochrie a "License to Steal," written by J.D. Capehart (Los Angeles, California) adding details to the earlier June 8, 2006 story but claimed, "NASD erased Firo's, Talon Holdings and other records, but not before reporters, including a WALL STREET JOURNAL reporter, managed to download copies." Regarding the June 21, 2006 news report stating that the "NASD" had "erased" records of "TALON HOLDINGS INC.," a quick search of the NASD internet website has seen since June 9, 2006 the name of all its "Members" proudly displayed, including that of "TALON HOLDINGS INC." Within 1-day of the Arkansas Chronicle story release, on June 22, 2006 the Offshore Informant knew TALON HOLDINGS INC. was in its files since January 2006 tied to "multi-generational" asset instruments of "high value" since 1998 when they were pumped by non-official cover U.S. government foreign intelligence agents into FIRST INTERNATIONAL BANK OF GRENADA LTD. the U.S. government began investigating as far back as 1996, which the Offshore Informant began digging deeper into in 2002 discovering "private placement" investment monies taken offshore for funneling into earmarked "trading programs" tied to "government investment strategies" a 3-page letter dated September 10, 2005 sent from former U.S. Internal Revenue Service Chief Legal Counsel Paul Hiram Chappell Esq. (Virginia & maryland) claimed could only be handled through his "clearing relationships" with the Federal Reserve Board (FED) or Administration in the United States. (See Reference Immediately Below)

While the Offshore Informant is not prepared to release the document(s) or date(s) naming TALON HOLDINGS INC. from its own investigative files, additional mysteries surrounding TALON HOLDINGS INC, et al. are now revealed (below) and in relationship to the aforementioned two (2) previous news stories.
PRELIMINARY BACKGROUND ON TALON HOLDINGS
Established in 1995, the ever-changing faces of TALON HOLDINGS INC. saw many transformations in claimed business philosophies and management.
While operating from within the continental United States TALON HOLDINGS INC. targeted foreign businesses from its 2001 address in Dallas, Texas that saw to moving at least by February 10, 2005 to Addison, Texas.
By April 28, 2001 TALON HOLDINGS INC. was an "Offshore Asset Management" firm positioned to gather "foreign multi-generational asset" information from clients captured by TALON HOLDINGS INC. other firms used for marketing and public relations, plus support from two (2) additional firms named NETOBJECTS INC. [GoBizGoTM and SitematicTM], and PHOTODISC INC.
By August 5, 2001 - only 4-months later - TALON HOLDINGS INC. was a "Corporate Finance Capitilization" firm acquiring "foreign investor monies" for "private placement," and positioning "Chief Financial Officers (CFOs)," as well as others, into "foreign businesses."
By July 13, 2003 TALON HOLDINGS INC. 'first claimed' "affiliation" with both the "NATIONAL INVESTMENT BANKING ASSOCIATION (NIBA)" and "NATIONAL ASSOCIATION OF SECURITIES DEALERS (NASD)" as their "Member" and "registered broker-dealer." TALON HOLDINGS INC. targeted 'new' (beginner) Hedge Fund "money managers" with its "services" but never named a title or capacity (i.e. scholastic professional teacher/trainer, consultant, etc.) it would perform as. TALON HOLDINGS INC. also claimed thie 'other clients' would "benefit" by using a 'single' "prime brokerage product" but only through TALON HOLDINGS INC. "clearing relationships." TALON HOLDINGS INC. claimed it supplied only "high net worth" clients "retail accounts," and named the focus of John C. Vega on "High Return Hedge Funds" for them. TALON HOLDINGS INC. told clients Paul Vaughn would use "governmental investment strategies" for them. And, TALON HOLDINGS INC. 'first claimed' offering clients "Due Diligence."
From June 4, 2004 through March 11, 2005 TALON HOLDINGS INC. claimed it was an "Investment Banking" firm providing "advisory" and "financing" services to "public" and "private" businesses.
FBI DISGUISE TALON HOLDINGS MANAGEMENT USING MULTIPLE ALIAS NAMES
Between October 1, 2001 and July 13, 2003 TALON HOLDINGS INC. saw its own FBI undercover agent "John Osa" stop using his alias name of "John C. Vega" as "Vice-President" of TALON HOLDINGS INC. but only to begin using yet 'another alias name' of "John V. Firo" as "Executive Vice-President" of TALON HOLDINGS INC. by July 13, 2003.
The Undercover and Sensitive Operations Unit at FBI Headquarters in Washington D.C, supervises John Osa (aka) John C. Vega (aka) John V. Firo and in 1998 travelled in France using a false passport with his alias name John C. Vega.
By 2001, FBI agent John Osa using the name John C. Vega had seen undercover operations in the Caribbean lead the U.S. District Court for the Southern District of Florida in Miami, Florida (USA) to hand down federal criminal indictments against several independent offshore bankers, including the following:
- William ("Bill") Abraczinskas (USA), a 1996 FIDELITY INTERNATIONAL BANK INC. (FIB INC.) bank (Republic of Nauru) New Account Salesman, who later during a believed-unrelated 2001 Miami federal case (as above) was sentenced to federal prison in 2003 for 10-years;
- Brian Boeger (USA);
- Leo Malcolm West, former OVERSEAS DEVELOPMENT BANK & TRUST (Dominica) CEO.
- Julien Giraud (Dominica);
- Thierry Nano (St. Vincent and the Grenadines resident);
- Richard Frank Downes (Spain resident); and,
- Pamela Butson (Spain resident).
On March 28, 2006 a North Carolina federal U.S. Court Of Appeals case was decided involving FBI agent John Osa while using his alias name John C. Vega between 1998 to 2001 where the Appellants were the 'victims' seeking redress of their financial losses because they declared that the FBI "participated in the very frauds which it was investigating." In particular, Appellants claimed that John Vega - with the full knowledge of the FBI - "assisted the criminals by helping them to conceal and perpetuate their frauds, which actions drastically extended the scope of the injury inflicted and the number of victims injured."
According to Appellants, during the course of the John Vega FBI undercover investigation, he assisted in the formation and operation of business entities used in furtherance of the scheme. Appellants further claim that Vega and the FBI "profited financially from John Osa (aka) John Vega participation in the crimes which he was investigating," including acquiring an 'ownership interest' in one of the entities used in the scheme. Id
Count Two of the complaint alleged John Vega negligently failed to avoid unnecessary harm to Appellants and that the FBI negligently hired and supervised John Vega. Because Appellants' counsel failed to present his client-victims' case properly, the federal apellate case of Sutter v. United States was dismissed based on a technicality.
The apellate court cited "FBI Undercover Guidelines" granting the FBI broad discretion in conducting undercover operations, which generally authorize the FBI to conduct undercover operations "that are appropriate to carry out its law enforcement responsibilities." J.A. 30.
More specifically, the guidelines permit FBI officials to authorize, and agents to engage in, a wide range of activities in connection with undercover investigations - including "activity that is proscribed by Federal, State, or Local law as a 'felony' or that is otherwise a serious crime," or that presents "a significant risk of financial loss." Id. at 34-35.
It was made clear to the Court by the attorney for the U.S. government that the conduct alleged by Appellants falls within the scope of the "discretionary authority conferred on the FBI" by Undercover Guidelines.
The appellate Court conclude that Appellants’ claim, the FBI negligently hired and supervised John Osa (aka) John Vega, is barred by the discretionary function exception and that Courts have repeatedly held that government employers’ hiring and supervisory decisions are "discretionary functions".
