In den kommenden Tagen wird die EU über härtere Sanktionen gegen die Militärjunta in Burma / Birma / Myanmar beraten. Deutsche und europäische Burma Gruppen sind besorgt, ob die Bundesrepublik wieder härtere Sanktionen verhindern wird, wie sie es in der Vergangenheit auch getan hat. Daher ist für heute eine Demonstration vor der deutschen Botschaft in London angesetzt.

Deutschland ist in der Vergangenheit ein enger Wirtschaftspartner der Generäle gewesen, die in den letzten Tagen friedliche Proteste blutig niederschlugen und mehr als 1.000 DemonstrannntInnen und Mönche inhaftiert haben. Die genaue Anzahl der Ermordeten ist bislang nicht genau bekannt, doch wird sie von oppositionellen Gruppen auf mehrere Hundert geschätzt. Die Soldaten feuerten sogar in eine Grundschule, bei der mehrere SchülerInnen im Kugelhagel starben.
Es gibt auch Gerüchte, daß die Militärs Kriminelle im Umgang mit Waffen ausbildeten, sie mit Exstacy und anderen Drogen vollgepumpt haben, um sie gegen die Mönche einzusetzen (siehe Fotos des anscheinend hingerichteten japanischen Journalisten – daneben der Soldat, der ihn ermordet hat - in Schlappen – kein Soldat der burmesischen Truppen trägt Schlappen!!)
Das Statement der Bundesregierung kam trotz mehrmaliger Aufforderungen der deutschen Burma Gruppen mit erheblicher Verspätung. Im Kontext zu den Reaktionen der übrigen europäischen Länder steht Deutschland an letzter Stelle und hat am langsamsten reagiert.
Dieses schwache Zeichen, was die Bundesregierung hier zeigt, ist unverantwortlich, wenn die Rolle der Bundesregierung mit der Militärführung in Burma genauer beleuchtet wird. Hier nun ein paar Fakten:
Deutschland war einer der engsten Wirtschaftspartner Burmas. Nach dem Putsch von 1962 war Deutschland das erste Land, daß wirtschaftliche Beziehungen mit Burma 1986 wieder aufnahm, trotz der selbst-erhobenen Isolationspolitik der Generäle Burmas. Richard von Weizsäcker besuchte das Land 1986. Während seines Besuches wurden Studenten und Bewohner Rangoons gezwungen, sich an der Straße aufzureihen, um Weizsäcker zu begrüßen. Einige von ihnen standen mehrere Stunden in der Februar Hitze, fielen in Ohnmacht und mussten später im Krankenhaus behandelt werden.
1988 wurden bei den blutigen Massakern friedliche DemonstrantInnen mit von Deutschland produzierten G.3 Gewehren erschossen. Dieses Bild hat sich in den Köpfen der Menschen in Burma eingebrannt und noch heute sehen sie das Bild von Weizsäcker, wie er einem König gleich auf einem Elefanten reitet. Diese Ehre wurde in der Vergangenheit alleine burmesischen Monarchen zugesprochen. Damit weiß die burmesische Bevölkerung um die Unterstützung, die die deutsche Bundesrepublik den Generälen des brutalen Regimes zukommen ließ und anscheinend immer noch läßt.
Alleine in 2006 war Deutschland der größte europäische Importeur burmesischer Waren (102 Millionen Euro). Im selben Jahr exportierte Deutschland Waren im Wert von 32 Millionen Euro nach Burma, die das Auswärtige Amt als „lediglich“ bezeichnet und somit bedauert, daß deutsche Firmen aufgrund der Sanktionen und schlechten wirtschaftlichen Bedingungen im Land keine größeren Gewinne mit den Schergen machen konnten (siehe
In 2003 ging die Staatsanwaltschaft gegen die Firma DEUTZ vor, die Maschinen über ein Drittland nach Burma lieferte, die in Militärfahrzeugen eingesetzt werden können. Trotz der von der EU erhobenen Export-Sanktionen, ließ die Bundesrepublik DEUTZ gewähren und ging nur aufgrund des Druckes aus dem Ausland gegen DEUTZ vor. Bis heute ist der Prozess gegen DEUTZ nicht beendet und es gibt auch keine Informationen über den Fortgang dieser Anklage.
Die deutsche Firma FRITZ WERNER (die damals noch im vollem Besitz der Bundesregierung war) arbeitet seit 1953 in Burma und betrieb seit 1957, zum Teil geheim, eine Waffenfabrik im Land. Zur Firma FRITZ WERNER gehört auch die Firma MAN, die heute ebenfalls wirtschaftliche Beziehungen mit Burma hat.
FRITZ WERNER hatte sich im Laufe der Jahre einen sehr engen Kontakt zur obersten Führung der Militärjunta aufgebaut und es etablierten sich freundschaftliche Beziehungen zwischen dem damaligen Diktator Ne Win und der Familie FRITZ WERNER. Ne Win ließ sogar ein Haus im burmesischen Stil für die Familie in Geisenheim bauen.
Damals lag die Waffenfabrik FRITZ WERNERS noch in den Außenbezirken von Rangoon, später zogen sie in das Arakan Yoma nahe der Grenze zu Bangladesch um. Diese Gegend ist bis heute für Ausländer gesperrt. In Rangoon begann FRITZ WERNER, mit Unterstützung des Waffenherstellers HECKLER & KOCH, mit der massiven Produktion von G.2, G.3 und G.4 Gewehren, 7.62 mm und 9 mm Kleinwaffen Munition, und einer Reihe von Explosivwaffen, wie Claymore Minen und Mörsergranaten bis 81 mm. (Dawn, Vol.1 No.23 Dez. 1989, p 10). Die Waffen wurden von der Militärjunta begrüßt, um ihren Kampf gegen die indigenen Minderheiten effektiver fortführen zu können. FRITZ WERNER kam der Anfrage Ne Wins bezüglich Waffenlieferungen für diesem Kampf gerne nach.
Die von FRITZ WERNER produzierten Waffen fanden vielseitigen Einsatz bei der burmesischen Armee. Wie bei den Protesten gegen den Putsch am 07. Juli 1962, bei der Niederschlagung der Studentenproteste von 1974 und schließlich bei den großen Massakern von 1988 wurden die von der Bundesrepublik Deutschland hergestellten Waffen erfolgreich bei der blutigen Zerschlagung gegen friedliche DemonstrantInnen eingesetzt. Auch bei der Eroberung des Hauptquartiers Manerplaw, in den von den revolutionären Armeen der indigenen Minderheiten befreiten Gebieten, kamen deutsche Waffen erfolgreich zum Einsatz. Um es nochmals zu wiederholen: damals war FRITZ WERNER vollständig im Besitz der Bundesregierung, somit trägt die Bundesregierung eine große Verantwortung an der Ermordung friedlicher DemonstrantInnen in Burma.
Auf eine Anfrage der SPD zu einer Erläuterung der wirtschaftlichen Beziehungen von FRITZ WERNER und der Junta vom 07.03.1990 bleibt die Regierung bis heute eine Erklärung im Bundestag schuldig.
Bis zu den Massakern von 1988 wurden die wirtschaftlichen Beziehungen geheim gehalten, bis sich die Bundesrepublik plötzlich gegen die Junta wendete. Nach dem Versprechen der Junta auf freie Wahlen, wurde diese Kritik aber sofort wieder eingestellt. Seitdem wurde auch die Waffenproduktion beendet.
Weiterhin arbeiteten nach 1990 einige deutsche Firmen mit Burma zusammen und absolvierten Trainingseinheiten, um zukünftige wirtschaftliche Beziehungen aufzubauen, hier eine kleine Auswahl:
- Training junger Soldaten im Umgang mit Militär, Geheimdienst und Waffen in Deutschland
- Unterstützung zum Ausbau des offiziellen (regierungstreuen) Radios in Burma
- Sponsoring des Sinde Vocational Training Centers und einem Bahnverkehr Workshop in Mandalay
- ...
(Hierbei waren vor allen die Firmen FRITZ WERNER, CARL DUISBURG STIFTUNG, DEUTSCHE WELLE, STIFTUNG FÜR INTERNATIONALE ENTWICKLUNG, ALEXANDER VON HUMBOLDT STIFTUNG und DEUTSCHER AKADEMISCHER AUSTAUSCH DIENST (DAAD) aktiv)
Diese finanzielle Unterstützung ist nichts Neues, denn alleine zwischen 1984-85 unterstützte die Bundesrepublik Burma mit 150 Millionen DM bilateraler Hilfe. Von 1970-1988 sollen es an die 1 Milliarde DM gewesen sein (laut Angaben des Statistischen Bundesamtes).
Auch heute arbeiten viele deutsche Firmen in Burma und mit dem Militärregime zusammen. FRITZ WERNER baut heute, nach eigenen Angaben, Industrieanlagen, die WAZ Zeitung organisierte Pauschalreisen nach Burma, obwohl die burmesische Opposition gegen pauschal organisierte Touristenreisen ist.
Durch eine Bestellung von Militärhubschraubern der Junta bei der indischen Regierung würden auch wieder europäische Firmen beteiligt sein im Kampf gegen indigene Minderheiten. Die deutsche Firma EUROPCOPTER DEUTSCHLAND wird für diese Hubschrauber Maschinenteile fertigen. Damit würde zum wiederholten Male das von der EU erhobene Embargo durch Deutschland hintergangen werden.
Mit diesem Hintergrund erscheint die momentane Position der Bundesrepublik als äußerst schwach und sie unterstützt weiterhin indirekt die Schergen in Burma. Auf die Forderungen deutscher Burma Gruppen reagiert das Auswärtige Amt bis heute nicht. Wir begrüßen die Proteste gegen Deutschland und fordern von der Bundesregierung ein schärferes Vorgehen gegen die Menschenrechtsverletzungen in Burma !!

On the occasion of on-going disruptions against the peace and security of Myanmar, orchestrated by the global imperialists and carried out by traitors to the nation, the North American Committee Against Zionism and Imperialism (NACAZAI) declares its total solidarity with Myanmar and her leadership against internal and external enemies of people.
The leading "dissident" of Myanmar, San Aung Suu Kyi, is little more than a puppet of western imperialism and cosmopolitan death. She has been praised by such mouthpieces as US President Bush, and seeks the goal of a liberal western-oriented Myanmar assimilated into the "global community".
One finds in these committees to "Free Burma" a blatant affinity for liberalism, and demands that US and western imperialist countries intervene politically and militarily in order to "save" them. They constitute a toilet bowl of western intellectuals and those of Myanmar's compatriots who posses a deep alienation with the dynamic self-pride of their people's culture.

The people of Myanmar are under the radar guns of the enemy, aside from geo-political reasons and issues of wealth from national resources and the illicit drug trade which the regime has squashed, primarily because they are a proud nationalistic people deeply unsuited to globalism. As part of the international conspiracy of the enemies of nations, Myanmar is sought for "regime change" so to as to destroy the conscious racial identity of Myanmar, her nationalistic and patriotic outlook, her strong family structure, the fanatical love of Buddhism as expressed by her peasant classes, and the capacity of Myanmar to defeat an imperialist invasion with the twelfth largest military in the world.
Hence, regardless of any legitimate need for the transformation of social relations in Myanmar and emancipation of her worker and peasant classes, the overwhelmingly primary contradiction is between the Myanmar nation and the forces of imperialist subjugation and eternal death from national nihilism.
We ruthlessly condemn all measures of sanctions and embargoes directed against Myanmar, and reject the globalist conspiracy to isolate her politically from the friendship of nations. CAMINADA PACÍFICA EN SOLIDARIDAD CON EL PUEBLO DE BIRMANIA
Día: Sábado 6 de Octubre
Hora de salida: 12h
Lugar de salida: C/ Rosselló, 181 (entre Aribau y Muntaner)
Trayecto: C/ Rosselló, C/ Aribau, C/ Provença, Rambla de Catalunya.
Final de trayecto: Plaça Catalunya
Amigas y amigos,
Seguimos muy preocupados con los últimos acontecimientos en Myanmar (Birmania). Las noticias sobre la situación del pueblo en general, y la de los monjes que han liderado las marchas pacíficas en particular, lejos de mejorar, empeoran.
Por esa razón, conjuntamente con la Coordinadora Catalana d'Entitats Budistas, volvemos a convocar a todas las personas que se sientan sensibilizadas por lo que está ocurriendo a participar de la caminada pacífica del próximo sábado, 6 de octubre, coincidiendo con el Día Mundial de Solidaridad con Birmania. Al igual que la convocatoria del pasado sábado, la salida se hará desde la sede de la Fundació Casa del Tíbet, a las 12h.
Pedimos a los participantes que durante la caminada no entorpezcan la circulación vial: se caminará por las aceras, respetando los semáforos y sin obstaculizar el tráfico.
El acto concluirá en la Plaça Catalunya con una ofrenda de velas y una sentada con recitación de mantras, para que iluminen las decisiones de los dirigentes birmanos y el camino espiritual de los muertos.
¡Venid vestidos de rojo o granate y traed vuestras velas y pancartas de solidaridad!
