I AM A VICTIM OF STATE SPONSORED DOMESTIC TERRORISM IN THE LOS
ANGELES AREA.
Sporadically since 1998 and continuously for the last 7 months, I have been harrassed and tortured by what appears to be an LA Street gang, but turns out is something far more sinister.
I have been tailed everwhere I go, by car and on foot. Everytime I enter or leave a building, or enter or leave my car, there is a car horn that honks twice in the distance. I have been tailgated at extremely close range by vehicles that shine their bright lights on me, and I am often blocked, by several vehicles, when leaving any parking space. I am also shouted at from passing cars, honked at when being passed by certain vehicles, and followed on foot into and out of every building I go into, including my work place. Also, fire trucks pass my apartment in the middle of the night and sound their sirens, (Primarily from Eng Co 35, but the locals always pick up the chase), and this also takes place where I eat breakfast, take my acting class, and go to the gym. I have been subjected to sleep deprivation for extended periods of time and cars have sounded their horns outside my apartment at the exact moment of my waking for weeks on end. I have also had a man, who has tailed me on more than one occassion, place a puppy under the rear wheels of my car, then suddenly slap the rear end of my car to retrieve the animal, when I tried to back out of the parking space, as well as other strange forms of behavior. BTW, very often when I am in Burbank, NBC Channel 4 vans, always seem to be in the area. I BELIEVE I HAVE SOMEHOW BEEN CHARACTERIZED AS A TERRORIST, AND THAT THE PATRIOT ACT IS BEING ABUSED FOR THIS PURPOSE. I strongly suspect that my phones and email have been wiretapped permanently and illegally for years.
This is definitely POLICE SPONSORED. The vehicles are usually white with black trim, many are Nissans, and either white or black SUV's. Over the last couple of months, many of these vehicles are now solid grey. These vehicles also have uniform markings. Many have had the following:
Rear window American Flag Decals, and red union 76 antenna balls; Red fire helmet rear window decals; Raiders footbal rear window decals, and antenna balls; praying "Calvin" rear window decals, and many have no license plates, or no front plate, both of which are illegal in California, even for undercover police cars. BTW these markings are also appearing on LAPD, LASD, CHP, LAFD, Parking Enforcement, LADWP, MTA, SBC Communications, Access Paratransit, Checker Cab, and private vehicles from, LA SHERIFFS ASSOCIATION, 11-99 Foundation and TEAMSTERS local 399.
Many of the individuals involved wear black or grey stocking caps, (Now, also other colors), many with the Raiders football logo. Most are young latinos, between the ages of 18 - 25, male and female, and many often travel with children.
The previously mentioned behaviors have had a devastating effect on my state of mind, and I have been driven to the point of suicide at least twice, which I believe is the point of these behaviors. I have also been run off the road once, with (now) 4 other attempts, I was involved in 2 rear end accidents with similar timing, circumstances and vehicles. I have also been subjected to what appears to have been a malicious felony stop in October 2000, by the LA Sherrif's dept. The day after the second suspicious rearending, while traveling through Griffith Park on the way to work, a white panel van pulls infront of me from the Park-Ranger's station. Hand painted on the rear doors is a picture of a man standing by a wrecked car. Underneath the painting are the words: "DON'T BE A VICTIM." About six months later, the day after I have a suspicious flat, while making a delivery at the Beverly Hills Hotel, The same van pulls in front of me again, with a slightly different painting. This time it is of a man changing a flat tire, again the words: "DONT BE A VICTIM," are written below the painting. It sure seems like the Park-Rangers are claiming responsibility.
After asking questions of local retail merchants and neighbors about cars with no plates and Raiders decals, I was confronted by a neighbor in my building, a Mr. "Washington Sotomayer" (1248 N Kenmore Ave. apt 4, LA 90029) who stated that he worked for the police, and that he had a "problem." The police never came as I had done nothing wrong, but Mr Sotomayer's claim that he works for the police is credible, as I have seen him being chaufered to and from the building in the same type of vehicles involved in my harrassment and torture.
Let me explain what I know of my tormentors: They are a vigilante group of law enforcement, firefighters, and non-law enforcement security "professionals" and non-law enforcement citizens & shopkeepers that have been recruited and trained to use theoretically non-lethal TERRORIST tactics, to terrorize and control people, they believe need extra-judicial treatment, who have not been charged with or convicted of a crime. (This as well as the fire truck 'gag,' would require the existence and use of a secret database of targeted individuals) Why bother with a trial, in this POST 911 world, when you can just punish someone.
My tormentors are composed of the following groups: LAPD, LASD, CHP, LAFD, Griffith Park Rangers, Parking enforcement, LADWP, MTA, Access Paratransit, SBC Communications, Checker Cab, LA SHERIFFS ASSOCIATION, 11-99 Foundation, TEAMSTERS local 399, Walt Disney Co Security, Securitas, Universal Protection Services, Command Guard Systems {(Ramon Rodriguez, Hawthorne California), this guy runs a real Gestapo} and local retail merchants and neighbors that have been recruited as vigilantees. (I have been told, by word of mouth, that the police also recruit gang members for this type of work, that have had a conviction and want to escape jail time). I also suspect that a source of personnel for these vigilante groups could be the family and friends of Police and Firefighters. These could serve as a primary cadre or officer-corps, then moving down from there would be Police and Fire civic-booster organizations, then shopkeepers, locals, and gang members. (This is only one possible organizational scenario.)
I have been subjected to an enormous amount of "STREET THEATRE," and everywhere I go, local shop keepers, and others simply go along with it without asking questions. Everyone down the line is willing to follow illegal orders, without the slighest question of my tormentors claims, authority, or the legality or morality of their actions.
Let me explain how this works: The entire city and county of Los Angeles appears to have been organized as a "TACTICAL UNIT," meaning that all mobile city services have been, or appear to be trained and are performing surveillance and harrassment. (This may simply be undercover police officers using vehicles from these other departments, but the drivers appear to be the "real thing.") So, the broader implications for society at large are enormous. **This means that when a high level city or county official gives the order, an individual can find that he is being harrased, and stalked, by what will appear to him to be the entire world, overnight and without warning, or possibility of mitigation** This can happen repeatedly over the lifetime of the targeted individual, and since the perpetrators can usually not be identified, (read no license plates), and the "blood" has been spread around, the victim will find himself immediately isolated and helpless. (This is called straight jacketing, in police jargon). **THESE PEOPLE HAVE ALSO INFILTRATED ALL OF MY SOCIAL NETWORKS AND WORKED TIRELESSLY TO SYSTEMATICALLY DESTROY ALL OF MY RELATIONSHIPS AND HAVE DONE SO REPEATEDLY OVER MORE THAN THE LAST 5 YEARS. {There goal is to make sure I don't get "STARTED" ANYWHERE IN THE COMMUNITY. The method they are currently using is to get my friends to help them "SETUP ME UP." They will use verbal tricks of one kind or another, to try to get me to say something, anything of an antisocial nature, in the presence of witnesses. And, in my case, they will diliberately get my friends to sit and dress in a certain way, to let me know they have been there. In my case they have had two of my friends dress in red, white and blue and will get local shop keepers to wear the same WHITE sweater with a big piture of the American Flag on the front. THESE ARE NOT PATRIOTS THEY ARE NAZIS.
What disturbs me most is that my friends will continue to help them even after they have gotten NOTHING over periods of months and years. They must be getting externally pressured on an ongoig basis. **This amounts to nothing less than a LIFETIME INVESTIGATION, that will not take NO RESULT for an answer.** Make no mistake THESE PEOPLE ARE EVIL!!!} To the best of my knowledge, there is not yet any above or underground resistance movement against this yet, so a targeted person will have no where to turn, and many, I have read on the internet, commit suicide. This amounts, in many cases, to nothing less than a nonajudicated summary death sentence for the victim.
Knowing what I know, and having been put through what I have, the "historical" comparisons of George Bush to Adolph Hitler are seeming less like angry rhetoric, and more credible; although, my situation started around May or June 1998, and other victims report their experiences as having started within a similar time frame. I suspect that these tactics started showing up, at least experimentally, at least that long ago; but may have come to full bloom, under the current administration. This leads me to my next, and most important point for your organization and society at large. According to well respected sources, "JR Hobson" being amoung them, police organized vigilante groups, are turning up all over the USA, and amoung our allies in Canada, and overseas, and are already well established. This is more than an imminent danger. The enemy has already invaded our soil, "from within." I can't help wondering, if this is how the Sturmabteilungen, got started in National Socialist Germany. I have to believe it is. Also, according to other credible sources, HUD's Operation 'Weed and Seed,' may be playing a definitive role.
One of the things which I believe has led to my current predicament is a love of antique Militaria, primarily German, (which BTW I keep to myself for the most part, and was only discovered, when my internet browsing "Habits," were surveilled in my workplace). The second situation, is more sensitive, and there have been countless attempts to "Set-me up," so I have a greater need to protect myself here. I am, however; willing to discuss it in an appropriate confidential setting. Also a great deal of 'STREET THEATRE has been used to create some FALSE memories, as well. I believe my interest in antique militaria was used as an excuse to characterize me as a terrorist. Although, it may simply be a combination of my situations that have led to my current predicament.
I hope someone from your organization is willing to speak to me or meet with me. Regardless of whether or not you believe my issues can be addressed, or should be addressed by your organization, I believe the broader implications for society which I described to you should be.

PS., Here are some other symbols and codes: Trunk lock covers flipped up, radio antennas with a hook bent at the top, cars that run with one headlight or none at all (contrary to urban legend, I believe these have always been cops), also two horizontal yellow bars on a blue rectangle. Also, look for Spiderman and Blue Baseball helmet antenna balls, Round AAA bumber decals, Tweety Bird decals. Cars with stuffed toys or hats in the rear-deck area between the rear seat and windshield. Another thing that really bothers me is that a lot of these people have disabled-persons license plates. These start with the letters DP on the left and either 4 or 5 numbers after that., i.e. "DP 1234 or DP12345." Those vehicles that do have plates have them attached by only one bolt, so that the plates hang down on one side in a unifrom way, usually left to right. Be aso on the lookout for vehicles that have one fender painted a different color than the rest of the vehicle, esp., black on white vehicles and esp., when the vehicles appear to have no body damage. In Los Angeles and Orange Counties, be suspicious of out of state plates. These only started appearing enmasse around May of '03. Be especially suspicious of FLORIDA PLATES. Many PERP vehicles will also have plastic license plate covers. Baseball caps, with white-pipping along the edge of the visor are also popular with this group. 'Securitas' uses this type of hat for their uniformed personnel. Have you noticed all the cafe racer motorcycles riding around town lately, especially in large groups? I wouldn't be a bit surprised if these were all motorcycle cops. It seems as if Bratton and Baca, have taken all or most of their officers, out of marked units, and put them in unmarked units. And with the police now dispensing extrajudicial punishment without restraint, I believe what we have now is nothing less than a full flegged GESTAPO. This is now no longer just angry rhetoric.
**Most of these vehicles have rubber whip antennas appx 1 foot long that have replaced the standard AM/FM antenna supplied with most vehicles. I am told they use Business Band, but a trip to your local Radio-Shack should be enough to identify which frequencies they use.**
**** Can someone, maybe EVERYONE, do this: Everyone who can, please carry a digital camera with you. When you see one of these vehicles with the foot long rubber WHIP antenna. Photograph the FACE of the driver, and write down the plate number, (if there is one), and save these on your computer. When you have as many as you think you can get email me, and SO HELP ME GOD, I'll upload these to my website, (under construction). We'll have a National, perhaps even International database of PERPS. The usefulness of this is that given enough motivation, the authorites can then track them down, and also potentially their leaders, since there will then be no shortage of PERPS for the autorities to question.****
**If, my memory serves me correctly, California State Assemblyman "Gil Cedillo," was once quoted, on AM Radio, as saying, ""Drug Dealers and Gangs better stay away from "The New Hollywood."" While nobody wants gangs or drugs, a private army of vigilantes committing acts of terrorism against American citizens hardly seems like a desirable replacement. IMHO, he knows PLENTY-PLENTY about this. I also suspect Rocky Del Gadillo and Antonio Villa Ragosa may also be in the know about this group, since they always seem to be the first ones to go along with any constitutionally questionable police programs and tactics.
Since, I have been emailing this info to news and other organizations, I have now been tailed openly by marked vehicles on a regular basis. I work as a courier, and they often show up in either a marked or unmarked car, either just before or just after, I arrive at my delivery destination.
PPS., I drive a dark green XXXXXXXXXXXXXXX. If you would like to have your own people follow me to verify what I'm saying, I would appreciate this. Please document everything, I would like to have access to your findings to use in a massive civil rights abuse case
PPPS., Based on the number of personnel and vehciles involved, I have estimated the cost of this operation to have been at least $500,000 mo, durring the most active period. Based on this premise, the entire operation would have to cost at least $5,000,000 of taxpayer funds, if not much more. State and Federal auditors should be able to locate this.

**4/3/04 - I paid a visit to the only place I know in town that would sell the kind of radio gear such a group would need. And, sure enough, a PERP is pulling out of a Handicapped parking space, with the kind of disabled persons license plate mentioned above. The driver was a white male in his late 40's clean-cut, and did not appear to have any disability. **The store is "HAM RADIO OUTLET," 2416 W Victory Blvd., Burbank, CA 91506 (818) 842-1786, (800) 854-6046, (818) 842-5283 fax Eric J. Christensen, Mgr. This store also has affiliates in Anaheim, CA; Atlanta, GA; Denver, CO; New Castle, DE; Oakland, CA; Phoenix, AZ; Portland, OR; Salem, NH; San Diego, CA; Sunnyvale, CA; Woodbridge, VA.**
**There have also been reports, by other victims, that the above mentioned vehicular assets have been seen in other areas. It seems that whenever I send out an email describing PERP VEHICLES, they remove these assets and associated personnel from the road, but only for a little while, usually 36 hours to be exact. This seems to be a magic number for them.
My best guess is that it takes 36 hours for them to assess public awareness of their operations, and to redeploy these assets. As an experiment I've tried emailing every 24 hours, and oddly enough this has kept them immobilized contiuously for the last two weeks. In my last group of emails, I even mentioned the FOOT LONG RUBBER WHIP ANTENNA, seen on many of these vehicles, and the next morning they were gone. I MUST ASSUME THAT THIS DISRUPTS THEIR COMMUNICATIONS. That was Friday 4/2/04 and this is Wednesday 4/7/04, and I'm seeing some return of these.
**Does this mean that the rest of us will have the same luck? Who knows? I do know it is our Constitutional right to observe-and-report, and for those of you who are so inclined and have the time, I encourage you to do so. This is peaceful and lawabiding resistance. The only kind I support! And apparently, the only kind necessary!
Also, another victim in Santa Cruz recently stated that she's seeing some of the GREY vehicles that have dissappeared from my area, Los Angeles, in the Santa Cruz area. She also, described black Bobtail vans, with a horizontal tricolor emblem on them, and I saw one of these here just this morning. (Top stripe Orange, Center Stripe Blue, Bottom Stripe Orange), also seen have been BLACK, WHTE, RED in the same tricolor configuration.
5/5/04: A victim form Costa Mesa, CA states that she has seen the NISSAN FRONTIER PU'S, with silver non-skid tool chests, that were working in the Los Angeles area, around June & July of 2003, in her area recently. THEY ARE DEFINITELY RELOCATING ASSETS!!!
5/10/04: Most of the decals and antenna balls have come off most of the vehicles, there are however a few die-hards; but these are in the minority. What I am seeing the most of now are simply solid grey vehicles, many still without license plates.
5/12/04: Hatchback vehicles are now running with open hatchbacks.

Run a google search on the web in GROUPS using the search terms "FBI" "Surveillance" "tactics" "tradecraft", in parens, just like here.
You will see more on this come up from 2001 onward. There was a woman who first broke all this tradecraft stuff out on the Internet about this crap going on in Southern California, but then went to work for the government and has disappeared off of the web.
What this guy in the above post is talking about is definately happening around LA and Orange County areas still. The more it's publicized however, the more the perps have had to change means and ways of operations and become less obvious. For example, the pine tree shaped bright colored air fresheners that OC Sheriff's were using are now used much less, because too many civilians caught on to that trick and were openly reverse-tailing "undercover" cops. The cops figured out they were blown.
Likewise, use of radio station decals and the Calvin and Hobbes decals are in decline. OOS (Out Of State) plates still in use but more and more you see NO plates, or expired tags. Majority of the perps are young Hispanics - could be ties to Mexican drug cartels and the meth lab trade, which is huge in LA Harbor, but goes unreported due to LAPD corruption.
Look for them also putting white T shirts on the back of their driver's seats; we have noticed AAA (auto club) decals are big this month (June 04).
We have long thought that many Firemen are running ops like gangs. Either that, or passing out the decals to gangmembers to use. Something definately up with the firemens decals that is not "normal" - or good. Check it out the next person you see with one on their car, take a long hard look at them. Bonafide fireman? Or cholo East LA banger running drugs?
Keep in mind that some of this that you are seeing could be legit dry runs for FBI SSG trainees (Special Surveillance Group) but the majority of it is likely something more nefarious such as gangs running with compromised law enforcement / compromised former intelligence / Mexican/Russian drug dealers.
It defininately is something, nonetheless. Too many people are picking up on it. Too many people are "seeing" it for it not to be something and it's happening all over.
It DOES work to counter them with counter surveillance maneuvers, and also taking pictures assures you of less traffic immediately when they conduct paramil "swarming" sessions using you as the guinea pig. Again, do the web search and a lot of older archived stuff will come up on what to do when you're stuck in the middle of a "floating box" surveillance gig. It can be fun to outdo them at their own game, i.e., slow way down in front of one of them, and make THEM go around, or brake, or slow, etc.
Suggested reading: www.rand.org . Buy and read everything they have published on URBAN OPERATIONS. The military is definately involved in this, or some faction of it is....

I have strong reasons to believe that my phone have been illegally wiretapped on an ongoing basis. My Cingular cell phone number is: (818) 726-7186. The account is annonymous, for this reason. My home phone number is (323) 906-XXXX. It is under the name of William Holmes, or Possibly Frederick R Johnson. My previous home phone number was: (213) 484-9902. I believe the wiretap to be illegal for these reasons: The wiretap has been on an ongoing and roving for more than 120 days. I believe it may have been ongoing for several years. Also, my private emails are being read and shared with select members of the local community. I know this because some of my breakfast companions quote details from them that I have never discussed publically. To the best of my knowledge it is illegal for Law Enforcement to share information gained form a wiretap with civilian third parties, but; this indeed is what has been happening. I use my home phone to connect to the internet and I believe the email wiretap is taking place at the LEC. My ISP is Surfside communications (877) 873-7433. I give you complete authority to investigate this within your own organization, and with outside entities.
I also believe the wiretap is illegal, because I have never used my phone or Internet service for any illegal activities, so; there is no legitimate investigative purpose for the wiretap. In fact it has been used only as a means of terrorize and harrassment. My Internet browsing habits especially those of a sexual nature have been shared publically and used to harrass me.
I am also being stalked by a gang that appears to have a corrupt municipal influence. I believe the wiretaps are also being used to help this group stalk me. I believe they call themselves "The Raiders." I currently have an open file# 0053 with Kroll Associates Inc, and this was escalated to the primary independent monitor of the LAPD, Mr Michael G Cherkasky.
Please investigate this thouroughly. It is my intention to follow up on this matter until I get satisfaction. Also, I believe an audit of your organization will turn up Individuals who have access and may have received large sums of money to provide the wiretaps. Any change in the lifestyles of those with such access should be noted, esp., those who appear to be living outside of their means. If the bank statements of those persons with such access are reviewed, I believe they will show some unusual activity. It is also possible that those performing or permitting wiretaps by law enforcement agencies may have been lax or negligent in requiring proper documentation, and department autorization of those who claim a need for the wiretap. I any case, the nature of this does not reflect any kind of legitimate law enforcement operation and should be agressively scrutinized, and prosecuted.

Between May and July of 2003 I was employed as a long haul truck driver for CRST International. I attended truck driving school in Fullerton, CA and then went on the road across country for one month of training. I was followed by as many as 30 vehicles enroute to school from LA to Fullerton. I was followed and harrassed at school every day (my driving instructor heard the bird call whistles) and I was followed home to LA from Fullerton by as many vehicles.
This behavior continued at every pickup and delivery accross country. I was followed accross state lines from coast to coast at least three consecutive times. Fearing for my life I failed to return to my job, and was terminated by CRST for failure to return to work. As a result I incurred a $5,000 debt to CRST for training whch I have yet to repay. If it were not for the position I currently have as a courrier driver for XXXXXXXXXXX, I would have become homeless.
I was hired as a driver for XXXXXXXXXXX full time, and I also took a part-time position at Teletech as a customer service agent:

The maximally invasive surveillance and harassment I was subjected to followed me into the workplace at Teletech. I was followed into the men's room at the end of my shift by a lead agent, I believe his name was "James Smith." About five minutes after entering the mens room, he would then enter, call out my name and start screaming at me. He did this on two separate occaissions. This appeared to be a code-red, which I believe was ordered by the facilities manager Angie Dworsky. Also Angie Morua has had some involvement There is also a trainer there by the name of Craig (middle age caucasion), who surveilled my internet browsing habits, read my email, and attempted to subject me to an interrogation. He also shared the contents of my emails, with other members of my team, specifically a Sarai Odom. Several days when I arrived to work the Supervisor for the AT&T Worldnet project would wait in his car until I left mine, then follow me into the building. He did this for at least a week. On days when he didn't do it other employees would fill in. I believe the name of one of them was "Fred Kelley."

**[Saturday: 5/15/04 appx 10:00am]: I arrived at "Alvarado Pawn & Jewelry" 2015 W. 6th St. Los Angeles, CA 90057 (213) 413-4440. Already inside was a slender black man 30 - 40 years old, short hair, clean shaven who saluted me as I rang the bell to enter. I have never seen the man before, and I asked if I knew him and he just remained silent. I told the Pawn shop manager that I suspected he was a member of the group stalking me. The manager completed his transaction with this man and he exited the shop. When I left this black man again saluted me, got in his car and followed me to the intersection and to where my car was parked on Westlake. The man smiled at me and revved his engine as he drove past. He was driveing an older gold mercedes. License#: "1MAC360."**
From my research, I believe one this group uses what is called F.A.C.T., First Amendment Chaos and Tactics, which is supposedly borrowed from the militia movement. Apparently this group believes the first amendment protects their "right' to use car horns, shouting and other forms of harrassment to terrorize their targets.
My purpose in providing you with the license plates is to attemp to prove that this is an organized group, and that the individual actions of this group are not simply individual expressions of freedom of speech, but rather organized acts of terror.
BTW, this behavior has continued unabated since I originally contacted you. I could really use some 3rd parrty assistance and advice.

Here are some more of the plates I promised. The vehicles were either following me, "travelling with me" for unnatural distances, waiting for me either just before or just after I made a delivery, blockading me in a parking lot, tailgating me, attempted to stage an accident (those vehicles are so noted) or some other harrassing behavior. Again, I must reiterate that my methods were as scientific as possible under the circumstances. I may have cast my net too wide at times, but; the benefit of that strategy in my mind was not to leave anything out. The vehicles with numbers only as plates I believe were either marked or unmarked police cars, or from some other municipal agency. I do have lists of more vehicles, but; this is all I can handle for now.

PS., My current living situation is not safe, there are cars waiting outside of my apartment on a daily basis. I could use someone to look over my shoulder when I come home and leave for work. My car has been vandalized four times in the last 6 weeks; I did file police reports with the LAPD. My stereo was stolen, and my car broken into three times to turn the lights on to drain my battery. The last time destroyed it and I was forced to replace it at a cost of about $80.00. Do you have access to safe houses? The Raiders Nation people, have infested my neighborhood, and some have been moved into my building. These folks can start coughing or whistling campains at a moments notice and turn anyone's home or especailly apartment into a prison cell or torture chamber at will. BTW, this group can print & deploy license plates in less than 4 hours, and the DMV actively assists this group by providing them with ongoing temporary registration, without requiring documents. This allows them to run without license plates indefinitely.

Thursday night 7/1/04 when I broke for lunch at about 8pm, at Carney's hotdogs on Sunset, after making a delivery in the Sunset Plaza area, a Sheriff's deputy pulled into Carney's about 10 mins after I arrived and utterred the same words to one of the cashiers as I did and then left. (I believe he is from the West Hollywood Sheriff’s station). His words and mine uttered 10 mins before was: "do you have a restroom here." I used the restroom and ordered food. He used the restroom and then left. His patrol car, parked in a conspicuous place where I could see it had the #9 painted in front of the light-bar. The following evening, a gold toyota p/u pulled in front of me, with no plates, but with the #9 printed on a decal afixed to the rear licence plate recess on the rear bumper. I pulled up to get a look at the driver and it appeared to be the same deputy from the night before.
I realize that this is not an LAPD employee, but; I expect that he will be a very useful individual to question, and it appears he did every thing he could to identify himself, so he shouldn't be hard to find.
Also, when I went to TRIMAR, in Reseda, to donate plasma the next morning, of all things, a white van from Renzenburger, inc showed up: lic. 7E07193, unit 2692, DOT 210768, 800-722-9050. A black female waited in the van from 10:00am until at least 1:30. There was also one black male who came up and talked to her, wearing a Hawiian shirt, and a white male who followed me into a bar accross the street called "Sneaky Peat's," who was also wearing a Hawaiian shirt. It seems I get tailed very heavily whenever I go to donote plasma at this location.
Also on Friday 7/2/04, after makng a delivery downtown, three motorcycle cops, of the LAPD, flashed their strobe lights, and sounded their sirens, but; simply circled my car without pulling me over; the drivers of other cars in traffic were dumbfounded. This was in the vicinity of 700 E 7th street.. After watching where the first cycle cop pulled in, and taking a moment to physically assess the location, it occurred to me that this might be an undercover site. This was located behind a car wash..

ACCIDENTS:
I was the victim of two rear endings that had suspiciously similar circumstances. It could be nothing, be again it might be something. It at least seems worth including.
Both rear-endings occurred within 1 week after starting work for a courrier service. Both rear endings were from white vehicles with black trim. I thought nothing of it at the time, but; the events seem connected to me now.
The first rear-ending took place on 6/9/2000. This was exactly one week after I started work for Music Express Messenger. The vehcicle was a new Toyota PU, white with black trim. The driver was a young, clean cut latin male with mustache appx 25 years old. He claimed to have no "Driver's License," and no insurance. I thought this was very strange, since he spoke english like a native, appeared well groomed, definitely middle class. He simply handed me a registration card for the vehicle, and I took down the plate number. He pleaded with me, not to use my insurance. I told him I would think about it. When I tried to call him, he was never home, and his roomate had to always take a message. I believe he may have tried to call me back, because, I sometimes would get a call back the same evening, but; I screen my calls, and no one would ever leave a message. Why was this guy so hard to reach, and why if he called back, would not leave a message? This guy sure seemed to not want anyone to be able to reach him. I don't recall his name or license number, but; I did file an accident report with the DMV and my insurance company:

I believe this was within a short-time after starting driving for XXXXXXXXXXX, Inc. I don't recall for sure, but, it also seems like only a week after, I started driving for the company full time, on a regular schedule. Oddly enough the vehicle was also white with black trim. I've been rear ended 5 times in that vehicle over the last 4 years, however; only the two times mentioned here caused damage, and required me to get the other driver's info."

Wed: 7/7/04 I posted the first set of vehicular icons.
Thurs: 7/8/04 The LAPD, LAFD and Sheriff's department dispatched every vehicle they had to harass me. This went on all day. These were marked units, unmaked units and civilian vigilante vehicles as well. "I guess these pricks are really mad?" That must mean something I'm doing is working. "GOOD!"
Fri: 7/9/04 Absolutely all decals were removed from the road, and it looks like the corresponding vehicles as well. This took place overnight. Also on friday, a vehicle with what appeared to be a message plate, pulled in front on me. The plate read: "WE(Heart Symbol)TEA J." This could be nothing, but it could mean that this group is using TIJUANA MEXICO as a location to transfer and relocate vehicles. San Diego and Tijuana "Indy Media" types and all interested others keep an eye out for this if it's not too much trouble. It might be very interesting what we learn.
Also, on Sunset facing eastbound, between Alexandria and Kenmore (Burger King)there has been a car carrier loaded with vehicles, with heaviliy tinted windows and no plates parked at that location almost indefinitely. While most new cars do have plates, that fact that the car carrier has become almost a permanent fixture in that location seems UNNATURAL to me, and THAT makes it suspicious.

KFROG radio station decals - Were quite popular in Orange County for some time, and still sighted occassionally.
NOFX decals have been recently cropping up.
HARVEST bumper stickers (from the Christian event held at Angel's Stadium every year).
Not substantiated yet but highly suspected: CHURCH OF SCIENTOLOGY involvement in Tustin.
Not ALL AAA Decals are a sign that it's "them"...when used in tandem with KROQ, antennea balls, other decals, that's when you figure it's one of the perps.
Also another biggie that has disappeared off the streets lately (somewhat) but bound to come back: BIG BEAR (in letters, with a large BEAR PAW sillouette in white decal).
When seen on a brand new car (with no plates yet), particularly suspicious...as are the California Firefighters Association red "helmet" decals when used in tandem with others (such as the sea turtles, KROQ, AAA, pine tree shaped air fresheners or fake paper lei's).
Also look for perps all wearing ball caps at the same time on the same day. Also used: missing hub caps, stuffed animals in the rear window.

Excellent post Mr. Smith, you have once again, nailed them right on. That is the Big Bear decal they use. These new ones you've added are indeed, very popular with "them" right now, I can confirm that because I've seen the increase in their use in combo with other tradecraft that lets you know you have aquired another target.
By the way that is what I usually refer to them as: targets or perps.
I can't seem to find a graphic of the California State Firefighter's helmet but if you can please post it. That one, used in conjunction with AAA decals and the Calvin Hobbes ones, is popular to the point of being an easy target for LEO's to pick off on surveillance.
I had a Ford Explorer this morning on my tail with those two decals on it (the helmet and Calvin decal). His plate will be going up on the website soon. I've got some great photos. Hope you are taking some too. Digital is best, can be uploaded (ala the ducks above) easily on the 'Net. For all to see. Great clarity and detail.
Also add to your list the oval black decal that says "NASTY" in yellow script on it.
It appears some are using USMC decals (not confirmed yet but if this group has any connections to any USMC rogue intel types who may be 'running' them, it's very, very possible).
By the way, So Cal Navy Intelligence is very aware of these "rogues", and so are other military branches (Army, DIA), most police departments locally are at least briefed on their existence, and the FBI is very, very aware of them, I can assure you of this because I personally have provided them with plates, intel, etc. The FBI will monitor them too, again, the targets are usually clueless that they are being followed because the Feds' tradecraft is so much more sophisticated than these clown's use and they never can tell who is and who isn't.
"Nothing is as it appears to be."
Their tradecraft is so obvious after awhile, these decals, the T shirts on the seats, the plate holders, antennea stuff, air fresheners, etc. It becomes laughable at some point. I sometimes like to honk and wave at them. The target often begins to freak out and start looking in their rear view mirrors and slow down, or they bolt across seveal lanes and exit the freeway immediately, because they are (rightly) paranoid over who might be behind ME that is taking note of my signals of targts aquired. There are people out there, trust me, who are covertly taking their photos and plates and quietly following these guys home and noting where they reside, family members, etc. They watch who they pick on, and like a human guinea pig, they take note of who shows up around these people. When swarming occurs especially, law enforcement will always take note when it gets really heavy.
The more comfortable you become with your capabilities to detect them (and they appear to be excellent), the more confident you'll become and less fearful, trust me. There is nothing to fear from them unless you allow it or provoke it through confrontation. Because those of us who monitor them are so invisible and so much less obvious, we are almost impossible to detect, hence, they have reason to fear us more than we them: WE are the unknowns, Mr. Smith, not them.
Glad to have you on board Mr. Smith.....keep us posted because you have been right on the money with every single tip you've put up so far, and that is highly commendable. Please do not be afraid anymore. Use this to find the strength and courage you have deep inside you, and you will be amazed at what will come to the surface when you allow it to.

I had a theory once about the 3's and 8's. For several weeks, I was seeing many of these, and also a few bumper stickers that had Budhist connections. One read: The way to freedom is the road of the Budha. That combined with the Calvin and Hobbes decals, reminded me of the movie "Fight Club." I wondered, if that's what this group called themselves. Also, men who looked like fire fighters were jogging through Griffith Park wearing shirts with 3's and 8's. These also could have been police or Park Rangers, but; for now I'm sticking with the fire fighter theory.
BTW any interested media types or others that have photos they want to share, please email me with them.
I also have a theory about how these groups came to be. I think these kinds of groups must have been around throughout much of history, if my theory holds up. I'm thinking, members of the establishment, esp. political figures, must actively and continuosly recruit members from the public employment sector, to form and maintain what is essentially a private and secret militia, and who can called upon at once to do the will of whoever is paying the bill. Politicians may even rent-out the services of public emlployees and assets, for all sorts of purposes, esp., the illegal kind, with the full and complete complicity of the public employees unions. Alas, I may go too far, but; maybe not....

7/17/2004 - I've recently been experimenting with peaceful, but effective tactics suggested to me by a poster. He suggested using my turn signal to "point" at the perps, whenever I am being stalked of the highway. This seems to be very effective. It works very well, when the perp vehicle is either to the right or left of me. I also figured out how to point at the perp when he is directly in front of me. Momentarily shining my high beams on him. The momentary flash, especially if it's repeated two or three times will alert other drivers, that there's something to notice about the indicated vehicle. I've also been turning my emergency flashers on whenever a perp vehicle gets to close or follows me from directly behind.
It just occurred to me, THAT WHAT WE COULD ALL DO, is ILLUMINATE these vehicles, whenever and wherever we spot them, day or night. THAT WILL PUT THE FEAR OF GOD INTO THESE TERRORISTS. As a matter of fact, I was talking to an LAPD officer on the phone yesterday. We can even follow them home, a long as we remain on the public streets. I would only suggest that groups of two or more attempt this, as these people can become dangerous, but; are unlikely to under those circumstances. Also, these tactics shouls prove extremely effective for more organized groups, such as sporting teams, Church groups, etc. LETS SHOW THESE TERRORISTS THAT WE'RE NOT GONNA TAKE IT ANYMORE!!! Anytime we see one of these bastards, whenever and wherever, LET'S POINT THEM OUT. LET'S LIGHT UP THEIR VEHICLES FROM IN FRONT. BEHIND, RIGHT ANGLES, esp., those running without plates, lights or one light, and missing hubcaps. If they follow you home, honk at them in groups. If you see them parked in front of your house or apartment, or a neighbor's set off your car alarm, or make any other kind of noise to alert others, and call the police. And take pictures and video whever possible.

David vs Goliath: Excellent post. "Illuminating" these people is the best thing to do. You have it right. Only by making it extremely uncomfortable for them will we ever succeed in driving them off and forcing them to stop their ops. When enough people start forming "Red Teams" and blocking and counter-surveilling these perps, they will flee, because they are mostly a gutless lot, easily led by spineless and corrupt leaders, and alone, they are useless, afraid, and unable to defend themselves. We've done the hazard lights going thing too and that usually freaks them out. Again remember most of these clowns are total wannabe's, amateurs, and clueless. Their former spook handlers who probably flunked out of Langley or Ft. Benning to begin with, can only work so much magic with scum like this. Their tradecraft, again, usually SUCKS because it is so damn obvious as to hit you over the head.
GOOD operatives, professionals, are far more discreet than this. You won't see them with this crap on their cars, unless of course, they are undercover and in the process of infiltrating, which we surmise is going on quite more than the perps realize....
Sightings today and yesterday: the yellow bars combined with an American flag decal. More firemen's decals - particularly many that look like they are rip offs or homemade jobs. Again, usually young Mexican chicks driving the cars. Definately NOT firemen.
Tip: if you find yourself going down a surface street in a city, and right when you turn on to it, the traffic is light, but with every minute it begins to fill up ahead of you and behind you, then make an abrupt turn off and find a parallel street to continue on. They are "clogging" you - actually the proper term would be SWARMING, as used in Urban Operations. When you cut over to another street and it's totally deserted, well, there you have your answer.
BREAK YOUR PATTERNS OF TRAVEL DAILY. If you choose different routes, or take off on unexpected jaunts, it will make it more difficult for them to follow you or set up their box surveillance on you. Backtracking is particularly effective, U turns, abrupt stops.
It would be interesting to form a counter-surveillance group, a Red Team so to speak, and do some hunting of our own. If we could get enough people together with communications devices, we could do it, and do a lot of damage to their morale and psyches. No violence, of course. Just a good old fashioned PSYOP.
War is won or lost in the mind; if you must resort to guns, you've already lost.
Beating the FBI...or Rogue Stalking Groups

Read it in terms of evading these perps we are talking about here, not so much the FBI (although you can use this stuff to avoid anyone from some DoD spook to the pasty white skinned NSA 1811 tailing you, or some cholo greaser LA meth peddling Mexican or a DARPA drone parked outside your place. )

Beating The FBI

At best, the FBI does not have a history of respect for civil rights. Whether you are guilty or innocent doesn't matter. You are always treated the same way during an FBI investigation – unfairly. Especially if surveillance is involved.
If you snooze, you lose. It's that simple. Many of us are sleepwalking through life. And if you don't pay attention, then you're gonna pay – especially if you engage in behavior that attracts the attention of the FBI.
Make no mistake about it, FBI surveillance teams are lethal. They are very effective at what they do. They have had lots of experience. They've got massive resources. In a major investigation, 30 agents watching one person is commonplace. You never see the same agent twice. You never see the same vehicle twice.
The FBI's triple-threat surveillance strategy of multi-layered teams, rapid response, and managed aggression must be taken seriously.
Threat #1 – A multi-layered team can fool you into thinking that the surveillance has ended. This is an extremely dangerous situation. They're still lurking nearby, of course, waiting for you to say or do something incriminating.
Threat #2 – A same-day response by the FBI means that surveillance might begin before you're ready for it. They'll catch you unprepared. The FBI surveillance team may end up watching you trying to hide the very material that you're hoping to conceal from them.
Threat #3 – The FBI's policy of managed aggression can easily provoke you into losing your temper, or your nerve, or both. It is a wicked strategy. That's why they use it.
It's easy to see why most people are easy prey for the FBI's surveillance machine. But it doesn't need to be that way.
Beating the FBI.
There are people who routinely thwart the FBI. They know how to recognize the telltale signature of an FBI surveillance team. When they find themselves under surveillance, they use tactics that inhibit the FBI's ability to find out what they're really doing. They mislead the FBI.
These individuals make it difficult for the FBI to build a legitimate case against them. Perhaps even more important, they make it difficult for the FBI to build a phony case against them.
An individual like this is called a hard target. That's spy-talk for a surveillance target who knows what he's doing.
The methods and techniques that these individuals use are called countersurveillance. This article reveals some of those methods and techniques. Simply put, the article you are reading is about countersurveillance methods that will beat the FBI.
What you'll learn in this article. The article is comprised of two parts. The first section deals with FBI general strategy. You'll learn about the structure and underlying principles of FBI surveillance. They've been at this game for many years and they've learned many lessons. The second section of this article deals with specific tactics of FBI surveillance teams. A case study is utilized to explain and illustrate FBI behavior. It is based on direct experience and on information from confidential sources.
What you need to know about the FBI...
They are masters of the game. If you have something to hide, FBI surveillance could be the beginning of the end for you. Do not make the mistake of underestimating the capabilities of an FBI surveillance team. They are persistent. They are methodical. They are thorough. And they are fanatical about their work.
Drawing from decades of experience, FBI surveillance strategy has evolved into an advanced system that exploits the classic military principles of space, time, and force. This strategic foundation is present in every major surveillance operation run by the FBI. This foundation relies on the three pillars of rapid response, multi-layered teams, and managed aggression. While each of these is a serious threat to the target of a surveillance operation, the most deadly of the three is the multi-layered team.
NOTE – There is more to multi-layered teams than we cover in this article. The FBI often uses surveillance as an end in itself. As a method for suppressing dissent, criticism, and activism, nothing is more effective than letting the target know that he's under surveillance. Fear is a powerful tool.
Multi-Layered Teams
The FBI's deployment strategy is insidious and conniving, yet brilliant. Because of the manner in which FBI agents are deployed, it is almost impossible to catch the FBI unawares during a surveillance operation. They always have a fall-back position. This is called the strategy of surveillance-in-depth.
Here's how it works. For most surveillance operations, the FBI actually puts two teams in the field. That's right. Two teams.
The first team is expendable. That means if it is blown (that's spy-talk for detected), the surveillance operation will still survive and reach its objective. This first team is called the Decoy and Diversion Team. In this article we will refer to it simply as the Decoy Team.
In surveillance operations involving hard targets, the Decoy Team expects to get caught. In surveillance operations involving soft targets, they expect to remain undetected in 75% of all cases. (A soft target is a person who has no countersurveillance skills or training, and is not on the lookout for surveillance.)
Any target who is alert – and on the lookout for surveillance – will eventually detect a pavement artist of the Decoy Team. Pavement artist is spy-talk for a member of a surveillance team that is watching you in public places. They are on foot and they are in vehicles.
At the same time that the Decoy Team enters the situation and begins surveillance on you, a second team also enters the game. This second team quietly slips into the environment, where it does its best to blend in with the background. This second team is called the Stealth Team. At the beginning of the operation, the Stealth Team makes no effort to watch you. Its only objective is to establish its presence – and to remain undetected.
This deployment strategy is incredibly effective. Here's why. The first team provides cover for the second team's arrival. Even a hard target is likely to be too busy watching the first team to notice the arrival of the second team. And when both teams are in place, you usually only notice the first team.
The top priority of the first team (the Decoy Team) is to see everything you do. They want to learn your habits and your daily routine. They don't want to be detected, of course, but they are prepared to pay that price if that is what's required in order to make sure they see absolutely everything you are doing. Their first priority is to acquire as much data about you as possible.
If you do detect the Decoy Team – and if they realize you've spotted them – the Decoy Team simply suspends its operations. They realize that you'll notice their departure. In fact, they're counting on it. They also realize that very few people will realize that a second team has blended into the background.
This second team – the Stealth Team – doesn't need to see everything you do. They have been briefed by the first team. The Stealth Team only needs to watch you during certain times and at certain locations where they think you might be up to something. The top priority of the Stealth Team is to remain undetected. And they are prepared to leave you unwatched for brief periods in order to retain their invisibility. This is called picket surveillance by the FBI, named after the gaps in a picket fence.
This two-stage approach to major surveillance operations is brutally effective. It has led to the ruin of many people who thought they could outfox the FBI.
Tradecraft.
The undercover agents of the Stealth Team use methods that are more sophisticated than those used by the Decoy Team. These methods are called tradecraft.
The Stealth Team is much more difficult to catch than the Decoy Team. You need to know what you're doing. It is vital that you do not let the Stealth Team realize that you've spotted them. That's because the best way to beat them is by feeding them misinformation.
The difference in methods used by the two teams is best explained by example. Numerous situations are described in the case study later in this article.
Layered surveillance.
This concept of multi-layered surveillance teams is the backbone of the FBI's surveillance strategy. They almost never lead with their best team. They always hold something back so that they have a fallback position. This strategy is also carried over into other FBI operations.
When the FBI is trying to infiltrate an agent into your circle of friends, associates, coworkers, and acquaintances, they'll often use an expendable agent first. This first agent is a Decoy Agent, meant to provide cover for the infiltration by the second agent (the Stealth Agent).
If the first agent manages to penetrate your organization undetected, the FBI is delighted. But if he runs into difficulty, he is withdrawn. The second agent – who has blended into the background – is brought into play.
Why the FBI loves your lawyer. It is important for you to realize that most lawyers have no training in countersurveillance. This is unfortunate. When the subject of an investigation first realizes he is being "followed", he is angry – and outraged at the invasion of his privacy. In many instances, one of the things he'll do is complain to his lawyer about being "followed". Many lawyers advise their clients to "confront" the person who is "following" them.
They don't realize that this is a game for foxes, not pit bulls.
The lawyer's advice plays right into the FBI's hand. When the subject attempts to confront the surveillance team, the FBI simply drops back into stealth mode. The Decoy Team suspends its surveillance activity.
Because members of the Decoy Team are relatively easy to detect, their absence is easily noticed. The subject assumes that his lawyer's advice has achieved the intended effect. After all, the subject confronted the people who were "following" him and they immediately "stopped".
What the subject does not realize, of course, is that the Stealth Team is now active. They have been there all along, of course, as part of the background while the Decoy Team was working. When the Decoy Team departs, the Stealth Team is still there as part of the background. So from the subject's point of view, everything appears to return to normal.
Basic psychology.
The FBI surveillance team is only too willing to accommodate your emotional desire for control over your immediate environment. It is a fantasy that will lead to your ruin. Here's why. When you see the Decoy Team has departed, you begin to feel safe, so you let down your guard. You become easy prey for the Stealth Team. Of course, infiltration comes next – FBI agents penetrate your circle of friends, associates, coworkers, and acquaintances. Arrest and indictment are simply a question of time.
Dummy up.
Here's what this means in simple language. You can play the macho man OR you can beat the FBI. You cannot have it both ways. It is an "either-or" situation. If you insist on being a know-it-all tough-guy confronting the people who are "following" you, the FBI is going to play you like a cheap fiddle at a country hoe-down. To beat the FBI you need self-control and self-discipline.
Be smart. Learn from the mistakes of others. FBI surveillance teams do not just go away.
You don't stop wrestling a gorilla when you get tired. You stop when the gorilla gets tired.
Rapid response
This is the second component in the FBI's three-pronged strategy of multi-layered teams, rapid response, and managed aggression.
The width and breadth of the FBI's presence has been a closely-guarded secret up to now. Many people do not realize that the FBI can provide same-day response anywhere in North America. This is called the strategy of surveillance-in-time.
In fact, the FBI can mount a same-day surveillance operation in any city located in the United States, Canada, or Mexico. The FBI can also mount a same-day response in many major European cities, most major South American cities, and some Asian cities.
They use a skeleton crew to start. Outside North America they sometimes farm out the work to subcontractors.
Then, in many cases, the full surveillance deployment arrives overnight and begins work the next day. In situations where FBI resources are already stretched by other major cases, it may take two days for the full surveillance compliment to arrive.
But make no mistake about it, surveillance has been underway since day one. If they choose to do so – and they often do – the FBI can initiate surveillance the same day they become aware of you.
The reconnaissance factor. In many surveillance situations, a special team is deployed to provide reconnaissance information for the main surveillance teams. This reconnaissance team is called the Advance Team. The reconnaissance team is deployed ahead of the Decoy and Stealth teams that were discussed earlier in this article.
The Advance Team is tasked with establishing roughly who you are, where you are, and what you're doing. They'll take photographs of you, your home, your office, and your vehicles. The photographs help agents identify you on sight. The person who secretly takes pictures of you is called a peep. The peep often arrives at your doorstep disguised as a volunteer collecting for charity or as a religious canvasser. (Like the CIA, the FBI is big on using organized religion as cover for covert operations.)
Surreptitious entry.
The primary task of the Advance Team, however, is to break into your office or home. This is called surreptitious entry by spies. That's just polite talk for break-and-enter. The break-in usually happens during the first few days of a surveillance operation.
Once inside, they perform a quick search of your property. They've got special ways to get inside locked drawers and office safes. (See future articles in Spy & CounterSpy for more on this.)
They'll often bug your office or home. Being able to hear all your conversations gives them a tremendous advantage. If they already know where you're going, it makes it easier to "follow" you. If they know you're going to a restaurant, for example, they can arrive "before" you do. The FBI's tactic of being the first to arrive at your destination has fooled many people over the years.
They'll also usually attach a tracking device (called a beeper) to your vehicle. This makes it easier for them to track you in traffic.
Clearly, if you are sharp enough to detect the Advance Team – and if you don't reveal that you've spotted them – you can enjoy a major tactical advantage over the FBI during the entire surveillance operation. You can either cloak your activities so they find nothing. Or you can feed them misinformation. (See future articles in Spy & CounterSpy for more on detecting the first break-in.) You can also watch the behavior of the surveillance team itself for telltale signs that indicate they've got your home or office bugged.)
Consequences of same-day response.
What's the lesson in all this? Here's a real-world example. Suppose you are a controversial activist group. If you send out a news release to the media exposing government abuse, then you'd better be prepared for same-day surveillance by the FBI.
Not tomorrow. Not in a few days. Today.
The same advice applies if you are an investigative journalist submitting a controversial article for publication.
The implications of same-day surveillance can be serious. Suppose you've got documents or materials that you relied on when writing your news release or your article. These documents might contain references to confidential sources or informants or whistleblowers. You don't want the FBI to find these materials. You don't want to compromise your sources.
The materials had better be securely stowed away BEFORE you send out the news release. Trying to hide the materials AFTERWARD may be too late. Because if you think you're faster than the FBI, you're asleep at the wheel, heading for Dead Man's Curve. But be careful where you hide the materials. Safes, alarm systems, even bank safe-deposit boxes are generally useless against a determined FBI surveillance team. (Future articles in Spy & CounterSpy will describe how to keep information from the FBI. It isn't easy, but it can be done.)
The FBI's capability for same-day response has caught many surveillance targets unprepared. This is not a game for slowpokes. If you don't move fast, you're gonna be roadkill.
Managed aggression.
This is the third component in the FBI's three-pronged strategy of multi-layered teams, rapid response, and managed aggression.
The FBI has a bureau-wide policy of managed aggression. This policy also affects FBI surveillance operations.
Surveillance teams are given specific goals. The FBI command structure accepts no excuses. It tolerates no failures. This strategy of surveillance-for-results leads to aggressive behavior in FBI surveillance teams because of the pressure they're under. This results-driven aggression tends to manifest itself as professional aggression.
An FBI surveillance team is using professional aggression when it intentionally and deliberately applies pressure to the subject of a surveillance operation. Actions like this are called psy-ops, which is spy-talk for psychological operations.
Here is an example of how an FBI surveillance team will deliberately provoke you.
When you're walking through a mall or a downtown shopping district, the surveillance team will intentionally interfere with your route. A pavement artist will "absent-mindedly" cross your path, forcing you to change course to avoid walking into him. A group of agents will "inadvertently" obstruct your path – they'll be standing together chatting, forcing you to walk around them. Other pavement artists will "accidentally" create near-misses as you walk along. Some of these "pedestrians" will create situations with a potential for a head-on collision, forcing you to dodge them.
As the psychological pressure continues to build, agents may "innocently" bump into you, jostle you, or step on your heel from behind. A group of pavement artists will cue up ahead of you, creating a line-up that delays you as you try to make a purchase, order fast food, buy tickets, and so on.
Activity like this can quickly create frustration, even anger, in you. But because the incidents occur in public locations, it's difficult to prove who's behind them. You never see any agent more than once. You don't know where the next provocation is going to come from. You're beginning to get upset, irritated, unstable. You're more likely to make mistakes in judgment. And that's exactly what the surveillance team wants.
When a surveillance team is experiencing difficulty cracking open an investigation they sometimes resort to professional aggression. This is a wicked mind-game. It can be very effective if you're not anticipating it. The FBI surveillance team has the power to make or break your day – and they don't hesitate to use that power.
This is not a game for choirboys.
Conclusions: FBI surveillance strategy...
The FBI's triple-threat surveillance strategy of multi-layered teams, rapid response, and managed aggression must be taken seriously. These three threats were mentioned at the beginning of this article. They are important enough to be repeated.
Threat #1 – A multi-layered team can fool you into thinking that the surveillance has ended. This is an extremely dangerous situation. They're still lurking nearby, of course, waiting for you to say or do something incriminating.
Threat #2 – A same-day response by the FBI means that surveillance might begin before you're ready for it. They'll catch you unprepared. The FBI surveillance team may end up watching you trying to hide the very material that you're hoping to conceal from them.
Threat #3 – The FBI's policy of managed aggression can easily provoke you into losing your temper, or your nerve, or both. It is a wicked strategy. That's why they use it.
Case Study: Beating an FBI surveillance Team
The preceding discussion provided the background knowledge you need to begin beating the FBI. But the real value of this article lays in the section you're reading now – the case study. That's because the case study is based on actual events.
The background. The author resides in a city where a joint USA-Canadian defense research facility was located. It developed anti-submarine warfare systems. This meant a community with active espionage and surveillance operations.
The author was under hostile surveillance for eight years. In order to strengthen his countersurveillance skills, the author hit on the idea of provoking other agencies into conducting surveillance against him. Much like the way hackers break into computer systems, the author hacked surveillance operations.
The situation.
The author sent a letter by commercial courier to the head of counterintelligence at FBI headquarters in Washington DC. The letter offered to provide information about the countersurveillance capabilities of the FBI's adversaries.
The following discussion describes part of what happened next. The case study is a compilation of incidents that occurred during surveillance operations mounted by the FBI over a one-year period.
The incidents have been organized into four episodes for easier reading. Events are reported in the present tense using the first person singular. This reporting style provides a more authentic portrayal of what it feels like to use countersurveillance in an adversarial environment.
Case Study section begins...
The setup.
Before sending the letter, I establish a personal routine that makes it easier for me to detect surveillance. When driving, I choose the same times along the same routes. I select busy streets and quiet streets. I study the timing of traffic lights. I observe the driving habits of other motorists. I learn vantage points where observers might lurk.
Then I go through the same exercise for my pedestrian routes.
I establish a lifestyle that will capture the attention of a surveillance team. I want them to focus on certain aspects of my behavior. I choose social activities that offer situations where spies will suspect "secret contacts" are taking place. I study the venues, people, and events that are normally part of these situations. I begin to fit in.
I become a creature of habit at home and at my office. I store items in particular ways. I allow dust to accumulate in some locations, while others are kept meticulously clean. I hide mildly incriminating documents for the FBI to "find". I tune myself to the feel of the locks in my life – doors, desks, filing cabinets, office safe, personal vehicle, and so on.
My goal is to know my environment. I want to be able to detect the arrival of the surveillance team – no matter how silently they stalk their prey.
Episode 1: Reconnaissance
The FBI's Advance Team
Day Zero, 1:00 pm, Wednesday afternoon – The FedEx® truck arrives to pick up the letter. I've already got the waybill prepared. For $24.50 they guarantee next-day delivery. The driver tells me I'm his last pickup on his way out to the airport. My package will be going out on the 1:30 flight.
Day One, 2:00 pm, Thursday afternoon – I call FedEx and I ask about package 400-7033-0341. The package has been delivered. My letter is now in the hands of the Assistant Director, National Security, Federal Bureau of Investigation, #7110 – 935 Pennsylvania Avenue NW, Washington DC, 20535-001.
4:30 pm, later that afternoon – I decide I'll go out later for the evening. I won't have that many more chances to relax. It's already Thursday. I'm expecting surveillance to begin Monday.
9:15 pm, later that evening – After a meal at The S----- ------ restaurant downtown, I'm driving out to The W------, a working class bar in the suburbs. They've got karaoke on Thursday nights. The crowds they get there love classic rock and country. That suits me fine. I like to sing rock'n'roll.
As I turn left off Gorge Road onto Admirals Road, something behind me catches my attention. This is normally a quiet stretch of road this time of night. It's early March, too dark to see anything but headlights. The vehicle behind me is maintaining a constant distance.
Unusual. Most motorists drive 5 or 10 mph over the limit here.
"Unmarked police car," I tell myself. I glance at the speedometer. Bang on the legal limit. I make a note to watch my driving habits anyway.
A mile later I go through a choke-point and merge onto Sooke Road. My follower turns away. He is replaced by another vehicle maintaining a fixed distance. After years of surveillance I see things like this. I can't turn it off any more.
"That's not how traffic cops work," I caution myself.
I don't have enough data yet, but I'm already figuring somebody might have me under surveillance. But who? I don't want any third party messing up the ambush that I have laid for the FBI.
10:15 pm, same evening – Two songs later at The W-------. The place is only half full, but it's rocking. There are 60, maybe 70, people in the place. A swarthy mixture of working-class folks, with a sprinkling of biker types. A rough crowd, but good people at heart. You get the picture. They don't put on airs or dress up. Hey, when you do what I do, you learn to fit in anywhere.
I'm sitting with a couple of women at a table at the far end of the room from the entrance. The karaoke stage is to my right. The music is loud. The place smells of beer and sweat. A honky-tonk kind of place. Between singers the MC is doing a pretty good job working up the crowd.
A thirtyish guy walks in – physically fit, clean shaven, a trim haircut, slacks, brown leather Bomber jacket, slightly overdressed for the joint. He looks the place over. He doesn't make eye-contact, but he seems to be keying on me. He chooses a seat that gives him a clear line-of-sight – right to where I'm sitting with Diana and Kimberley.
I make a note to myself. Run some surveillance tests tomorrow. I hear the MC calling my name over the speakers. My song is up next. Okay, now we rock, I tell myself.
Day Two, 10:30 am, the next morning – It's a nice sunny day. It seldom gets cold enough for snow here. I decide against going into the office. Instead I plan to go downtown, pay a few bills, pick up mail at the PO box. I'll use routes that will provide opportunities to check for surveillance – vehicle or pedestrian, or both.
Instead of taking a direct route over to the mall on Hillside Avenue, I take the long way around. I drive through Mt. Douglas Park. It's picturesque and rugged – full of old Douglas Fir trees. Fists of gray rock thrust up through the moss that covers the forest floor.
The main road through the park snakes along the sea coast. There's a straight stretch, though, notorious for speeders. But I'm in no hurry. The sun is flaring through the fir trees, blasting lines of shadows across the road like zebra stripes. It's hypnotic. I check the mirror. The vehicle behind me is holding the same fixed distance since before I entered Mount Doug.
I can't help thinking about last night. Same style, same team? Hmm. Am I beginning to see a pattern? I warn myself about jumping to premature conclusions.
10:55 am, same morning – Inside the mall, I head for B---- Books. They've got a good selection of computer books. I zero in on the titles for programmers. I used to write this stuff myself and I'm still interested in it.
Then I get my first break. (I don't mind admitting that it cuts both ways – you have to be lucky to be good, and you have to be good to be lucky.)
I've been on the lookout for signs of foot surveillance, but I haven't seen anything odd yet. The book store is relatively quiet – maybe twenty customers in the place, and it's a sizable place. There are two or three other customers near me, but they're a few aisles over, either behind me or in front.
A woman, thirtyish, plain, walks in and comes over to the section I'm in. She's checking out books at the end of my aisle, about four or five paces from me. She squats down to go through the titles on the bottom row. I've seen this squatting behavior before in spooks – they use it to throw you off by changing their profile, appearing less threatening. But that doesn't mean everyone who squats is a pavement artist. By itself, it means nothing. It only counts if it's part of a larger pattern of behavior.
But while I've been watching her, a male has arrived behind me. He's about three paces away. He's wearing a businessman's suit and tie. You don't see many programmers wearing suits.
The clerk catches him completely off guard. She approaches from behind. She offers to help him find whatever he's looking for. In fact, she insists on it. She proceeds to engage him in conversation.
And he chokes. Big time.
He doesn't know anything about programming. Or computer languages. Or applications. Absolutely zip. Nuttin' at all. And the more the clerk presses him, the less he knows. I can't believe my good luck.
Keep in mind there's maybe twenty people in the whole place, spread out evenly throughout the book store. Except for the section on computer programming books. Where there are now four of us crammed together.
And I'm starting to consider all the angles. Hmm, if the squatting female was an agent, maybe she was providing cover for the male. It takes resources to run operations like that. Could this be the FBI? Already? Did they initiate surveillance last night? The same day they received the courier package?
Aw, come on. Nobody's that good.
I've seen enough here. I leave the book store. I head for my car. I've got some errands to take care of downtown. Besides, I need more empirical evidence before I can draw any conclusions. What happens next is a jolt. Literally.
11:20 am, same morning – I pull out of the mall parking lot, turn right on Hillside Avenue, and point my Mazda® 626 towards downtown. Two miles down the road I ease into the left-turn lane as I approach Quadra Street.
The light is red. I come to a full stop.
The car behind me doesn't.
It's a mild collision – the impact is barely stiff enough to skid my car ahead a few inches. I glance at the mirror. Two young fellas, laughing, kidding around – not paying as much attention as they should.
Off comes the seatbelt and I'm out of the car, stepping around back to check for damage. The driver pokes his head out the window. He's still laughing. He apologizes, says he hopes there's no damage. He's the friendly type, all smiles, genuinely sorry. Hey, how can you not like a guy like that?
I can't see any damage. I spin on my heels and head back to my car. He yells out another sorry. I toss him a no-hard-feelings wave as I slide back into the Mazda.
The light flips green. I turn left onto Quadra. I'm already replaying it in my head. Was there any way I could have avoided the collision? Maybe slow down a little earlier? Give him a little more warning?
The driver in front of me slows to make a left turn. He hesitates, changes his mind, and proceeds straight on. At the next corner he slows again. Same thing. What's wrong with this guy? Finally, at the third corner he makes his left turn. Good riddance, jerk.
A few blocks later – it's another idiot. He can't decide which lane he wants. He starts to change lanes, goes back, ends up straddling both. Get out of my way, dolt.
Then – zzzap!
"Look at all the lousy drivers I'm encountering," I think to myself. Yeah, right.
Right after I left the mall. Right after the book store thing. Right after the spook in the book store had his cover blown by the clerk. With me standing next to him.
Nasty traffic. Yeah, right. They're trying to recover from their blunder. This traffic stuff is a diversion. They're trying to salvage their surveillance operation. They hope to distract me – force me into a different mind set – stop me thinking about what happened in the book store.
Professional aggression, I'm telling myself. I've seen it in other surveillance teams. Usually not this rough, though.
The trick is to detach yourself from what's happening to you. Then you can put it in perspective. Most targets would still be fuming over the collision. And would have completely forgotten the book store incident.
These guys are good, I tell myself. Very good. We're talking advanced psychology here.
I remind myself not to leap to hasty conclusions. But if I'm right – and I'm beginning to think I am – if indeed this is a surveillance operation – then I can expect to start seeing more of the pattern.
As I begin to enter the downtown section of the city, I steel myself for what's coming next. Whoever they are, these guys play for keeps. I cannot rely on luck anymore. The book store thing was a freak event. I need to make my own luck.
It's time to begin using active countersurveillance.

A security service like the FBI can only achieve its objectives by
intercepting communication between people. This means you can beat the
security service if you can deny them the ability to overhear your
meetings with your contacts.
This article teaches you how to check for surveillance before you meet
with a clandestine contact. You'll learn a protocol that will beat
security services like the FBI, BATF, DEA, and others. The method is
particularly effective against standard police surveillance. It also
works against the so-called inspection teams of the IRS.
Tradecraft origins. The method described in this article was
originally devised in 1943-1944 by countersurveillance expert Anthony
Blunt for Britain's MI.5. Unfortunately for the British, Blunt was a
deep-cover agent for the KGB. Six years later, Blunt taught the
protocol to his new KGB controller, Yuri Modin. Together they
perfected the technique as it is known today. They successfully
thwarted MI.5 surveillance for three years, sometimes even meeting
daily to exchange information and top secret documents. In effect,
Blunt was using his inside knowledge of MI.5's surveillance techniques
to beat them at their own game.
Proliferation. This countersurveillance method has since been adopted
by Israel's Mossad, Germany's BND, Russia's KGB (now the SVR), the
American CIA, and many others. The protocol is taught by intelligence
agencies to their controllers – these are the intelligence
officers
who manage and meet with deep cover agents in foreign countries. The
method is also being used today by resistance movements and urban
guerrilla groups. When this countersurveillance protocol is
methodically applied, it is extremely difficult for a security service
to breach your security.
Step-by-step instructions.
Here's a hypothetical situation. Assume that you and I wish to meet
clandestinely. We wish to ensure that our meeting is not observed by a
surveillance team. You and I have previously agreed upon a place,
date, and time. In addition, we are familiar with each other's
appearance – we can recognize each other on sight.
Step 1 - You and I independently arrive at the previously agreed-upon
general location. Rather than fixing a specific location, we agree to
be only in the general vicinity. This is an important principle. This
might be a large park, a residential district, etc. The location must
be outdoors and free of video surveillance cameras. It should also be
selected with the intention of thwarting telephoto lenses. You and I
should each know the area well. The location should provide reasonable
cover for each of us being there – strolling in the park, walking
through a residential area to a bus stop, convenience store, etc.
Step 2 - You and I will eventually make eye contact at some distance
from each other. We do this discretely, so others are unaware. I use a
pre-arranged signal to alert you that I have spotted you. Perhaps I'll
throw my jacket over my shoulder, or remove and clean my sunglasses,
etc. The signal must be a natural movement that does not attract
unwanted attention. Safety first. Even though you and I have seen each
other, we do NOT approach each other. This is an important safety
valve. If either of us has grown a tail we do not want to compromise
the other person.
BACKGROUND – The phrase grown a tail is spy-talk for being under
surveillance. The phrase is somewhat inaccurate, because they don't
just follow you, they often surround you.
Step 3- When you see my signal you simply walk off. Then I follow you
in order to ensure that you're not being watched. I carefully check
for the presence of a floating-box foot surveillance team. I check for
agents at fixed observation posts. I also watch for drive-by support
from a floating-box vehicle surveillance team.
BACKGROUND – In particular, I may follow you, I may walk parallel
to
you, I may occasionally walk ahead of you. The goal is simply to be
nearby so I'm in a position to detect surveillance around you. I
always remain at a distance from you, of course, never approaching too
closely.
Step 4 - When I have satisfied myself that you are clean, I again
signal you. Perhaps I re-tie my shoe laces. (AH YES….the ol' shoe
lace
tying trick!)
Step 5 - Now we reverse roles and this time it is I who simply walks
off. You begin to follow me in order to ensure that I'm not being
watched. You check for floating-box foot surveillance, fixed
observation post foot surveillance, and drive-by support by a vehicle
surveillance team.
WHAT TO LOOK FOR. You carefully watch for persons who are pacing me or
moving parallel with me. You check for persons loitering at positions
with a good line-of-sight to my location. You watch for an ongoing
pattern of people coming and going that results in someone always
being in a position to monitor me. You watch for vehicles dropping
someone off ahead of me.
Step 6- When you are satisfied that I am clean, you signal me that I'm
not being watched. (On the other hand, if you suspect that a
surveillance team is in the vicinity, you simply abort the operation
and walk away.)
BACKGROUND – You must trust your instincts, because if something
seems
not quite right it's better to be safe than sorry. Many people are
surprised to learn that it is not difficult to detect a surveillance
team watching someone else. This is the subtle elegance of Blunt's
countersurveillance system. And the goons are helpless against it.
Step 7 - You and I can now approach each other and meet. After our
discussion we agree upon the date, time, and location of our next
clandestine meeting – as well as two backup plans in case the
meeting
is thwarted by surveillance. If we are unable to meet at the first
venue we will use our fallback position and we will meet at the same
time and place one week later. If we are unable to make that meeting
happen, we will shift to a previously agreed-upon failsafe plan and we
will meet at a different location at an agreed-upon date and time.
Neither you nor I writes down the particulars of our next meeting. We
commit the details to memory.
BACKGROUND 1 – If you have any documents to give me, I will not
accept
those documents until the final moments of our meeting. I will have
already started making my getaway when I accept the documents. This
reduces the chance of discovery and arrest by a surveillance team that
has managed to elude our countersurveillance protocol. If the security
service acts too quickly, they will have no evidence against me,
because the documents have not yet been passed to me.
BACKGROUND 2 – The best agents never mix discussion and
documents. If
a document is to be passed, no discussion occurs. The entire contact
takes only a moment – the perfect brushpass. The principle is
simple.
It is foolhardy to stand around holding incriminating documents.
Spook talk... - Spies in North America call this seven-step protocol
for countersurveillance drycleaning. In Europe, it is called parcours
de sicuriti – a French phrase which can be translated as security
run
or security circuit.

Wheel Artist – that's spy-talk for an outdoor surveillance specialist
operating in a vehicle. The FBI has lots of them – agents and bucars
(bureau cars). Together they're called vehicle surveillance teams.
Know your adversary. Make no mistake about it, FBI vehicle
surveillance teams are deadly. They get results. Consistently. FBI
agents receive the best training and the best equipment. They don't
just follow you – they surround you. They become part of your
environment. You never see the same vehicle twice. They blend in with
traffic. Up to twenty FBI agents at any one time. Even more if the
investigation involves national security. [RR NOTE: WE'VE HAD WAAAAY
MORE THAN 20 ON US…] Every agent on the surveillance team has just one
thing on his mind – to get you. And they will. Unless you read this
article. Carefully.

decades of experience. From rudimentary beginnings during Prohibition,
the FBI system as it exists today is built in large part from
techniques originally developed from 1938 to 1943 by the Gestapo to
monitor and suppress resistance in Nazi-occupied countries. With the
addition of more than 50 years of modifications and improvements, the
FBI today possesses a surveillance apparatus that has led to the ruin
of many suspects.
Triple threat Depending on the situation, FBI agents can choose from
three different methods of vehicle surveillance. These methods are
floating-box surveillance, hand-off surveillance, and static
surveillance. Floating-box surveillance. Floating-box surveillance is
based on continuous coverage by the same team. FBI agents create a box
of surveillance vehicles around you. The box floats with you as you
travel along your route. Hence the name floating-box. It is very
effective in urban and suburban locations. Very few suspects break out
of a properly-run floating-box.
Hand-off surveillance. Hand-off surveillance involves more than one
team. At key intersections or other decision points along your route,
surveillance control is passed from one floating-box team to another.
This is called phased coverage. It is very effective when large
distances are involved – freeways, expressways, long commutes,
highways, and so on. It is also used in city situations when lengthy
periods of time are involved.
Static surveillance. Static surveillance is also based on phased
coverage, but it uses fixed observation posts instead of a
floating-box. Each observation post is located at a decision point
(major intersection, etc.) along the target's route. Although this
method of surveillance leaves many gaps in coverage, it is very
difficult to detect this type of surveillance. The FBI uses this
method when they first begin coverage on a hard target (such as a
trained intelligence agent who is likely to be on the lookout for
surveillance). The FBI swtiches to floating-box surveillance after
they have identified general locations where coverage is required.
The FBI's floating-box is a powerful system. The wheel artists don't
follow you – they surround you. They blend in. They become part of
your ecosystem. An FBI floating-box can be run with as few as three
vehicles – or as many as 20. A team consisting of seven to ten
vehicles is typical. It is not unheard-of for 50 vehicles to be
involved, especially in a major case where arrest is imminent. The FBI
has for many years managed to keep secret the size of their vehicle
surveillance teams. Even in court proceedings, the most they'll admit
to is 20 vehicles. In some surveillance situations, FBI wheel artists
don't just blend in with your environment, they become your
environment. The image shown below illustrates the major components of
the FBI's floating-box system of vehicle surveillance. Specialized
roles Each of the surveillance vehicles in the above illustration is
charged with carrying out a specific assignment. Command vehicle. The
command vehicle is tasked with maintaining visual contact with the
target. The agent is said to have command of the target. This is a
pivotal role. This agent keeps the other team members informed of the
target's direction, speed, intentions, etc. Backup vehicle. The backup
vehicle provides a fill-in function. Because the command vehicle is
the vehicle most likely to be detected by the target, the FBI has
devised a number of strategies that let the backup vehicle take over
the command role, thereby allowing the previous command vehicle to
exit the surveillance box. Many suspects have been duped by this
strategy, as you'll learn later in this article.
Advance vehicle. The advance vehicle is like an early warning system.
The agent provides advance warning of obstacles, hazards, or traffic
conditions that would otherwise catch the surveillance team unaware.
The advance vehicle also fulfills another important function. If the
FBI has bugged your telephone or your office or your residence,
they're likely to already know your destination. Naturally, the
advance vehicle arrives before you do. Many suspects have been
completely fooled by the undercover FBI agent who is already seated at
the restaurant when the suspect arrives.
Outrider vehicle. The outrider vehicles patrol the perimeter of the
floating-box. Their assignment is to make certain that the target does
not get outside the containment of the box. They also play a key role
when the target makes a turn at an intersection, as you'll learn later
in this article
Surveillance advantages. The floating-box is a very powerful and
flexible system. It allows the FBI to successfully respond to a
variety of situations. The FBI is almost never caught off-guard.
Recovery from mistakes. If visual contact with the target is lost, the
box can be collapsed inward, enabling the agents to quickly re-acquire
command of the target. (Whenever the FBI loses visual contact with the
target, the surveillance team immediately executes a lost-command
drill. The FBI has a number of strategies they use to re-acquire
command of the target.) Quick response.
The floating-box also allows the FBI to react quickly to a target who
is attempting to evade surveillance. If the target unexpectedly makes
a left turn, for example, the left outrider vehicle turns left and
becomes the new advance vehicle. The other elements in the team shift
roles as appropriate. More on this later.
Signature shift. The floating-box makes it possible to quickly alter
the signature of the team, making them more difficult to detect. In
the previous illustration of the floating-box system, there are five
surveillance vehicles. At first glance one might assume they can be
reconfigured five different ways if they switch roles. In actual
practise, a team of five vehicles can be reconfigured 5x4x3x2x1 = 120
different ways. Not all of these configurations are useful in the
field, especially when the command vehicle's role is unchanged. In
practise, about two dozen configurations are practical – more than
enough to deceive most targets.
Trigger vehicle. The trigger vehicle is responsible for maintaining
visual contact with the parked target vehicle. When the target begins
to drive away, the agent in the trigger vehicle alerts the other
members of the stakeout box. The agent is triggering the rest of the
team into action – hence the name, trigger vehicle.
Layup vehicle. After being alerted by the trigger vehicle, the
appropriate layup vehicle – Alpha, Bravo, Charlie, or Delta – picks up
the follow and becomes the command vehicle. The other vehicles assume
roles as outriders and backup until the team can be augmented with
other FBI vehicles being held in reserve.
Picking up the follow. In a smoothly-run stakeout box, the layup
vehicle that is initiating the follow will often pull out in front of
the target vehicle, as shown in the illustration above. The layup
vehicle becomes the command vehicle, with command of the target. When
the command vehicle is in front of the moving target vehicle, it is
called cheating. A cheating command vehicle is more difficult to
detect that a command vehicle that is following the target.
The phrase command of the target refers to visual contact with the
target of the surveillance operation. The surveillance vehicle having
command of the target is called the command vehicle. The name is
appropriate, for the command vehicle also has virtual command of the
entire surveillance team. The agent in the command vehicle informs the
rest of the team whenever the target vehicle changes direction,
adjusts speed, or stops. The surveillance team follows the guidance of
the command vehicle. The control and power that is provided by this
approach is offset by the vulnerability of the command vehicle. In
many surveillance operations, it is the command vehicle that is first
detected by the target. In order to overcome this vulnerability, the
FBI has developed a number of tactics to dupe the target of the
surveillance operation.

As the frustrated goons begin running out of ideas, they are forced to pull out the old shit they've used before, in hopes of sneaking it past the Red Team. So, look for Winnie the Pooh pull down window shades, Lakers bumper stickers, USMC stickers. Look for mostly Mexican males and females. Don't forget KROQ decals, firemens' decals (particularly those that have been faked), KIIS, KFROG bumper stickers, colored lei air fresheners hanging on rear view mirrors, yellow "equals sign" on blue background w/American flag. Look for perps wearing hawaiian print shirts that are like the car seat covers they will use - blue or red and white flower print.
COUNTERMEASURES: Our Red Teams should practice vehicular box surveillance routine when at all possible, and flashing brights and also using signal indicators to indicate to fellow team members you have located another target. We sighted several "caravans" this aftenoon. Usually easy to spot.
Again, it appears that most perps are MEXICAN MALES AND FEMALES in 20's and 30's. The occasional sighting of one of their "leaders" has been running mostly white males, 40-50-60's, some with DoD decals in window. Oh, there's been some old gals too.

Just a word of caution to our "Red Teams." Keep in mind that as of yet there are no Red or Resistance teams. VOLCOM Decals (black and white diamond shaped logo from www.volcom.com). I saw a lot of this in Orange County along with the HARVEST Festival decals.
Yesterday I saw a City of LA Water and Power white van with a huge whip antenna on it and the KROQ and other stickers on the back. Go figure. Have also seen them with the prerequisite decals plastered on City of LA vans (Harbor, Parks, Water and Power, Transportation). Like you say, a dead give away that they are perps "in the Game". Ditto with some SBC Global vans (again, not all, just some) and cable TV providers. If they have the decals on the back, something's up. I saw a plumbing company in O.C. with the firemen's hat and KROQ and 76 ball. Again, they are a target to follow and surveil.
Today, for what it's worth, I had more countersurveillance operatives (i.e., "OUR GUYS") around than the perps - from all appearances, the Feds are here, and the (real) military counter-intel perhaps. Amazing. As I indicated to you John in private e-mail I had Naval Intel confirm to me the existence of these rogue groups over the phone after I reported activity to them. The next day, the whole area I was living in at the time was getting "dry cleaned", shall we say - a big sweep up - legit mil/intel, crawling all over the place, running the goons out of "Dodge" so to speak. Continual upkeep.
This posting stuff is doing wonders.

This was an especially hard day. I had at least three vehicles waiting outside of my apartment this morning for me to leave, and was surrounded, by what is referred to as a "floating box" all day long. (That's essentially a car in front, behind, and on the side). They prevented my lane changes, slowed down infront of me, and one woman, intenionally stalled her vehicle in front of me, while attempting to make an unprotected left turn. I was also tailed closely by the following LE vehicles: 1156924, 2:45pm; 1152485, 3:55pm; 1077256, later in the day. Then things got really strange...
At 4:35pm I made a delivery to DTS at 959 N Seward, Los Angeles 90028. I entered the Seward gate. I checked in with the security guard, who was a black male, appx 40-50yrs, appx 6ft, large build and noticibly overweight. After recieving a lot pass from him, he said "Drive Safely," which is an odd thing to say for anyone not a Law Enforcement officer concluding a traffic stop. I've also been to this lot many times before and never heard such an utterance from any of the guards there. He also said it too me again upon leaving. It was as if he was foreshadowing that I might have some dangerous challenges to face in traffic latter in the day, which ultimatly proved to be true, in an almost lethal way.
I then made a delivery to a man named xxxxxxxxxxx, at 6725 Sunset Blvd 90028, suite xxx. WhenI entered the office there was a man sitting in the center of the room, who appeared to be a police officer, sitting in front of a lap top, with 2 bank boxes full of files. He seemed unnatural in this environment, as he was far superior in build to most entertainment industry people, who tend to be kind of a geeky lot. He was also too old for his environment. He was a white male, appx 50 yrs, at least 6'2" and build like a fullback, he also had short blonde hair, in a "Mark Spitz" cut and a mustache. It was immediately after leaving this stop, that a middle aged latino woman stalled her car infront of me, while trying to make an unprotected left turn onto Cahuenga NB.
At 7:31pm, I made a delivery at 1756 Flower St., Glendale 91201. After leaving this location, I entered the 5 fwy SB headed for Loz Feliz, to make a delivery at ABC Studios on Prospect Ave. Immediately upon entering the 5 SB at Western, Three vehicles tried to form a "box" around me. All were white with black trim. One was a Chevy Suburban, with an "LB" bumper sticker, on the lower left rear bumper. I tried to get around the box formation and had to cahnge lanes several times, while the other vehicles were attempting to block my lane changes. I finally ended up in the second lane from the farthest right, which I believe would be the #4 lane, just north of the Los Feliz exit. When I finally thought that I had sufficient speed to get around this "box" the vehicle that was blocking me from in front abruptly changed lanes to the left. I though "good," now I finally have clear road ahead. That's when I noticed the "trap." There was a row of vehicles at least 7 deep, all sitting completely still in the #4 lane ahead of me. None of the vehicles had hazard lights on, or were trying to get around the lead vehicle. By that time I was traveling appx 75mph. Luckily I saw it just in time and managed to change lanes to the left, before hitting the last vehicle in the line. This kind of attempted accident has been tried on me many times before, but; this time I managed to slow down just enough to get a look at the lead vehicle, the driver and take down the lic: 4E49166, white Chevy Astro van. This was at 7:40pm. I also watched to see, if he would start driving just as soon as I passed. This is exactly what he did. The next vehicle behind him, was an orange tractor trailer rig. I then pulled to the shoulder at the Los Feliz exit and called the CHP, who took the report. BTW the driver was a latin male 30-40 yrs, short brown hair and mustache, round face, medium build, slightly overweight.
I believe this was a legitimate attempt on my life, since I felt I was being "funneled" by the other three vehicles into this obstruction, which was completely still, and I was traveling at a highway speed of 75mph. If I had struck the end vehicle, it is very possible I would not have survived.
I believe the driver of the White Astro van, can be easily located and questioned. I'm willing to bet, he is either a UC cop, or has some kind of criminal record. The gate guard can be discretely questioned as well.

BTW, Detective Duck: You are right about the Volcom stickers. I believe this is a skate board company. Also, I have come to call this "clean sweep" effect you mention an "air-strike." It kind of has that effect, as the earth is literally, well-sort-of, scorched afterward. It's a thing of beauty, but short lived; 36 hours to be exact. See if this isn't so... Anyway, there's nothing like callin in the corsairs to help us poor grunts on the ground.

Wow John, some day you had. Sounds like you were definately being targeted. The LE you had around you may have been there to monitor the bad guys, so don't lump them into the same pot right off the bat. Next time something like this starts to build up on you, sometimes what I do is just pull off someplace and stop and make phone calls or gas up the car, do something that gets you out of the swarm. Go to a library. Yeah, I know if you're working you can't just quit what you're doing either, but if there's a police station nearby -seriously- pull into it and just sit there. Sends a message. They will back off. Remember, "do unto them as they do unto you"....use your head. YOU be the one to slow way down. Take unusual routes. Break patterns. Any cop will tell you this too. Be creative. Your sanity and life depend on it.

4PRW351 is a white suburban with the "family" decal in back window, Mickey Mouse antennea ball, and fake lei air freshener, being driven by a Hispanic female with dark glasses.
4AOJ021 had the "Back the Badge" bumper sticker on it, which is another popular one they use.
GLOWING had the 95.7 Radio decal on it. 3SRB387 was a black Camry with what appeared to be a large ATLANTA FALCONS "F" decal on the back of it (this is beginning to crop up suddenly - this particular decal). Although it had a star in the middle of it, so I'm not completely sure it's the Falcons or another team.
More possible perps: white van 2X36572; 4NXA713. They are fond of mini vans, we've seen. 4MSB286 has tailed us before, a white Gran Prix with Mexican passengers and female driver.
For them in the know, no comment necessary - eh, Wade? - about the silver low slung German made vehicle who passed us....message received, thank you.

Everyday I'm learning more. I'm hoping that I'll eventually learn enough to expose this sham for what it is.
It has just occurred to me, but; I notice the greatest concentration of these PERP vehicles in the neighborhoods of the wealthy. The brand new Camry's, Solaras, Altimas with the dented sides. The pickup trucks with the bumpers turned down, cars with no license plates, or only front plates, etc. Also from familiarising myself with the faces of the drivers of these vehicles I've come up with the following profile. These vigilantees are composed of the following groups. The wealthy, Business and Landowners, their housekeepers, the gangs they hire, the dirty cops, firefighters, and other municipal employees they hire. Rogue Intel agents BAHHHHHHHH....... There may be some intel agents working for these people, but; guess what, who do you think the Intel community serves? Certainly not Joe and Jane six pack, the hourly wage earners of America who make up the VAST MAJORITY of the population. This is not some internicine warefare within the intel community. This is a NEIGHBORHOOD WATCH PROGRAM. a NEIGBORHOOD WATCH PROGRAM ON STEROIDS and suffering from acute aeodema (spelling?). The problem is that the wealthy are not only doing it in their neighborhoods, which might be understandable, buuuuut; they have exported it to our neighborhoods, and everrrrryyyy neighborhood across America.

I've read some of the info on Chief Bratton. especially his time as a transit cop. He used to parade the FARE EVADERS in front of the public for all to see. I'm NOT agaist crime control, just unfair treatment for MY segment of the economy. This kind of Law Enforcement encourages vigilantism. Under Bratton's administration, not only is it encouraged, but; actively recruited from ALL civil service sectors. Especially watch your neighbors., esp the umemployed, retired and homeless. This is just like RED CHINA folks... NO BS. I wonder what all of Bratton's trips out of LA have been for... Possibly to export this program nation wide, and possibly internationally. I could be wrong, but; I haven't been yet...

Easy big John. Hard to say who won tonight’s skirmish: us or them. Of course, we won in Denver, and as frosting on the (wet) cake, may even have outed a UK mole…time will tell.
So tonight being so lovely, we broke mold and went out after dark to watch the perps congregate as they are prone to do, at eateries, fast food joints and café’s all over town, after they convene “post Op” to speak. Yeah, they do this in OC, LA, and everywhere they run. Easy to pick them off once they go in to booze up and stuff their faces, as they leave their all too obvious cars parked out front. LE is always all over it, and so are the Good Guys, but the targets are usually too oblivious to tell who we are unless we let them.
Well I dunno about you John but WE had LE escorts out in full force tonight, and I don’t mean just local uniformed patrols, either, but the nice, quiet “are they or aren’t they?” FEDS and military types, the guys and women you can never tell…ya know? And some very VERY artful undercover we might add.

Glad to see you are keeping your sense of humor - most imperative that you do! After all, if we are happy that means THEY AREN'T DOING THEIR JOBS.
Later this weekend, we'll dump our latest haul of plates up here. By the way, another decal they use is the Tinkerbell decal, the one that is designed along the lines of the Calvin decals. I also saw TILLY (the surfboard or surfwear maker) being used today in conjunction with the Chopper cross and KROQ.
By the way, it was ORANGE PINE TREE SHAPED AIR FRESHENERS today.

The Tillys logo is showing up, and scan over the others on the home page here, and I think you may recognize one or two. The big thing in LA Harbor seems to be using Firemen's hats decals in combo with KROQ or the Hawaiian flower or the air fresheners, or something else, but the stupid Firemen's decals are all the rage.
I wonder what REAL firemen think about all this. I wonder if they even have the balls to care that gang bangers are ripping their symbol off and using it for means that are bordering on illegal. But then there are reports that some firemen and of course, many city workers, are part and parcel of this crap. Throw in some mobbed up Longshoremen - a corrupt cop or two, and there you have it. For those of us who aren't corrupt it blackens the badge. Any fireman caught aiding and abetting these groups ought to be exposed and kicked out of his department.
Of course, right now, some firemen are fighting over county funds with Sheriffs' departments down here so this "spook war" may escalate into even worse levels. Apparently there are some pissed detectives who feel that the firemen are really asking for way too much (I would agree). Cops risk more than firemen - hands down. Firemen spend most of their time waiting for something to happen - they are notorious for swapping days off with each other so they end up working maybe 9 days a month and get paid outrageous overtime and perks...they abuse the system far more than cops do.
How these gangs get these firemen's decals to begin with would be fun to find out - I surmise they obtain them from compromised firemen who are in on this shit, and part of it.... How else can you explain it, because there are NOT that many firemen around - but you'd swear half of LA was firemen, judging from the decals on cars. What a joke!

I keep getting these ideas as the picture gets clearer for me about who these people are... I live in Los Angeles and am very familiar with the recent civic and LE history of the area. I first moved to the Mac Arthur park area in Dec '97, lost my job in Koreatown, and within 1 week had a replacement job in Burbank. I had to travel though Hollywood by bus on a daily basis and eventually became familiar with it. I also became familiar the civic redevelopment efforts, and the city father's efforts to elliminate the criminal element and reencourage tourism to this for so long, God forsaken industrial park, which had become a haven for homeless, crackheads, runaways and prostitution, much of which I'm sure was underaged.
While Hollywood was being redeveloped, and the "Frankenstein Child" subway system was being built, Hollywood, as in LA 90028, was in the process of "running off" the criminal element, and very often this was by much less than righteous constitutional means, much less... If my memory serves me correctly, first we had the "Guardian Agnels." They were rough... Citizens complained... Then we had the swarm of drill seargeants. They were rough... Citizens complained... Then we had the Green Shirts. Not only were they rough, but they overstepped their function as security guards. They were actually off duty LAPD, fucntioning as security guards, under private civic contract. Well the obvious debates ensued. Were they peace officers or not? This was a very untenable grey area, since police officers can stop people on the street and demand ID, and a number of other things which security guards cannot. However; these people were not identifying themselves as LE, when in fact they were. As you can imagine, Citizens complained... And as well they should.
Here's where I leap into the speculative:
I speculate that the city fathers (and mothers), no offense; decided they needed another program to get the criminals, and other undesireables, off the street in an expedient and Covert manner, not likely to result in citizen complaints. Civil rights be damned, there was big money involved!!! So.. they got together with CRLA, LE, and I am now of the opinion HUD, to come up with a program to remove these people from the streets, neutralize or k___ them. As they say, "dead men tell no tales," and sure don't file citizen complaints. The HUD portion of this was and is "Operation Weed and Seed." Like the Patriot Act, the text of this was written in a legal manner, consistent with constituational priniples, but; you can bet that LE as in the case of the Patriot Act, severly and deliberately overstepped its bounds, thinking that it had the mandate, if not the legal justification to start begin running anyone they thought of as undesireable out of town. ["I'm a givin ya 'till sundown to git out of town "Jesse James."] You git the idea. So... no more crackhead welfare mothers, prostituting themselves so they had enough money to get a fix, and have breafast at Denny's. We had potential tourist dollars we were trying to attract. The investors had to get their money back.. or else... Anyway, here comes a whole new set of ILLEGAL police tactics. Affectionately referred to as acoustic psycho correction, or covert coercive persuasion. Theoretically non-lethal, but; resistance, or simply misunderstanding produced, and still does, harsher results, Much harsher...
Speculating again: CRLA, LE and HUD formed a COVERT hit squad, they called the "RAIDERS." I believe they manipulated the anger of the HOOLIGAN movement and directed it towards specific targets. Any designated enemies of the CORPORATE state. And again a designated enemy could be anyone, secretly designated as such. Regardless of this persons actual intent or behavior. Since they now had a COVERT first strike capability, they could run ANYONE out of town, again, without PROCESS OR WARRANT. Sure, probably some people deserved what they got, while others... "BROKEN WINDOWS POLICING FOLKS, or should I say "Crystal Nacht." So, how do you run someone like that out of town, without stirring up a public outcry. Well I guess they figured it out...

Imagine That!!! Anyway, I didn't get any useful inforation out of him, but; I did find out that he had an advanced Geography degree. Hmmmm, I wonder what occupation that kind of degree is good for???

I'll bet it also has a private security force. I also bet this company is none other than X9MUco, inc. When I originally started researching this, I discovered that X9MUco has a private security force that is comparable in size to the OC Sheriff's dept. I also discovered that it has one of the worst records of citizen, and civil rights complaints, and through visual observation, I have determined that many of the Perp vehicles are driven by members of this company's private security force. Go figure... BTW, private secrity forces are not subject to the same kind of restrictions as LE, when it comes to reasonable suspicion, probable cause and Miranda rights,... even when they're working for the government in an LE role... And more and more PD's are hiring them as ersatz LE. This is a crisis situation for American civil rights, and the ACLU, NLG and others are all over it, but; they absolutely need your help. This is BIGGGG, not only in terms of ILLEGAL domestic surveillance, the kind strictly prohibited by the PATRIOT ACT, but; also in terms of the fact that this gives the "city fathers" the ability to turn anyones apartment into a prison cell or torture chamber, which I have found out through unfortunate personal experience to be the case.. I keep getting these ideas as the picture gets clearer for me about who these people are... I live in Los Angeles and am very familiar with the recent civic and LE history of the area. I first moved to the Mac Arthur park area in Dec '97, lost my job in Koreatown, and within 1 week had a replacement job in Burbank. I had to travel though Hollywood by bus on a daily basis and eventually became familiar with it. I also became familiar the civic redevelopment efforts, and the city father's efforts to elliminate the criminal element and reencourage tourism to this for so long, God forsaken industrial park, which had become a haven for homeless, crackheads, runaways and prostitution, much of which I'm sure was underaged.
While Hollywood was being redeveloped, and the "Frankenstein Child" subway system was being built, Hollywood, as in LA 90028, was in the process of "running off" the criminal element, and very often this was by much less than righteous constitutional means, much less... If my memory serves me correctly, first we had the "Guardian Agnels." They were rough... Citizens complained... Then we had the swarm of drill seargeants. They were rough... Citizens complained... Then we had the Green Shirts. Not only were they rough, but they overstepped their function as security guards. They were actually off duty LAPD, fucntioning as security guards, under private civic contract. Well the obvious debates ensued. Were they peace officers or not? This was a very untenable grey area, since police officers can stop people on the street and demand ID, and a number of other things which security guards cannot. However; these people were not identifying themselves as LE, when in fact they were. As you can imagine, Citizens complained... And as well they should.
Here's where I leap into the speculative:
I speculate that the city fathers (and mothers), no offense; decided they needed another program to get the criminals, and other undesireables, off the street in an expedient and Covert manner, not likely to result in citizen complaints. Civil rights be damned, there was big money involved!!! So.. they got together with CRLA, LE, and I am now of the opinion HUD, to come up with a program to remove these people from the streets, neutralize or k___ them. As they say, "dead men tell no tales," and sure don't file citizen complaints. The HUD portion of this was and is "Operation Weed and Seed." Like the Patriot Act, the text of this was written in a legal manner, consistent with constituational priniples, but; you can bet that LE as in the case of the Patriot Act, severly and deliberately overstepped its bounds, thinking that it had the mandate, if not the legal justification to start begin running anyone they thought of as undesireable out of town. ["I'm a givin ya 'till sundown to git out of town "Jesse James."] You git the idea. So... no more crackhead welfare mothers, prostituting themselves so they had enough money to get a fix, and have breafast at Denny's. We had potential tourist dollars we were trying to attract. The investors had to get their money back.. or else... Anyway, here comes a whole new set of ILLEGAL police tactics. Affectionately referred to as acoustic psycho correction, or covert coercive persuasion. Theoretically non-lethal, but; resistance, or simply misunderstanding produced, and still does, harsher results, Much harsher...
Speculating again: CRLA, LE and HUD formed a COVERT hit squad, they called the "RAIDERS." I believe they manipulated the anger of the HOOLIGAN movement and directed it towards specific targets. Any designated enemies of the CORPORATE state. And again a designated enemy could be anyone, secretly designated as such. Regardless of this persons actual intent or behavior. Since they now had a COVERT first strike capability, they could run ANYONE out of town, again, without PROCESS OR WARRANT. Sure, probably some people deserved what they got, while others... Well, that's just too bad, because our PROFITS come first, and LA needed to be rebuit. Who could argue with that logic..., but someone should have. That's also the problem with taking the law into your own hands..

I saw a middle aged African American woman crossing the street, and I saw 4 cars converge on her from all 4 directions, (Hollywood and Vine), all blasting their angry horns at her. I also saw her grabbing her ears in pain, and sreaming for mercy. None was forthcomming... Who knows what the woman had done or was doing, but; since she was free to walk the street, I'll bet it was nothing other than a criminal history, not necessarily any current criminal behavior, which I'll bet was victimless and simply fell into the nuisance category, if it existed at all. "BROKEN WINDOWS POLICING FOLKS, or should I say "Crystal Nacht." So, how do you run someone like that out of town, without stirring up a public outcry. Well I guess they figured it out...

You know, I'm willing to bet that the membership of CRLA is made up of private corporations that have investments in the city of LA, esp., real-estate. Funny thing, the real-estate industry is very big into Operation Weed and Seed (Bleed and Greed). As a matter of fact I was approached by latin male in his 30's named WILLIAM who claimed he was involved in the real-estate industry, and drove a black NISSAN FRONTIER with "NO PLATE." Imagine That!!! Anyway, I didn't get any useful inforation out of him, but; I did find out that he had an advanced Geography degree. Hmmmm, I wonder what occupation that kind of degree is good for???
If my speculation holds up this far, I suspect that one of the CRLA member organizations, probably on the Board of Directors, has massive real-estate holdings in LA. I'll bet it also has a private security force. I also bet this company is none other than X9MUco, inc. When I originally started researching this, I discovered that X9MUco has a private security force that is comparable in size to the OC Sheriff's dept. I also discovered that it has one of the worst records of citizen, and civil rights complaints, and through visual observation, I have determined that many of the Perp vehicles are driven by members of this company's private security force. Go figure... BTW, private secrity forces are not subject to the same kind of restrictions as LE, when it comes to reasonable suspicion, probable cause and Miranda rights,... even when they're working for the government in an LE role... And more and more PD's are hiring them as ersatz LE. This is a crisis situation for American civil rights, and the ACLU, NLG and others are all over it, but; they absolutely need your help. THEY ARE LOSING THIS BATTLE. And god help us all, if they do. BTW, I am willing to file an Amicus brief on behalf of ANY ATTORNEY OR PLAINITFF who has such a case. News flash, the city of LA is in bed BIG TIME with X9MUco, and aparently has entered into some kind of arrangement to have them patrol the streets of LA, strictly an LE function... As a matter of fact, from my experience, this organization's infiltration of domestic life in LA is so complete that it appears they have moved at least one or more of their agents into every apartment building in LA, and every strip mall, not to mention every corner and bus stop... This is BIGGGG, not only in terms of ILLEGAL domestic surveillance, the kind strictly prohibited by the PATRIOT ACT, but; also in terms of the fact that this gives the "city fathers" the ability to turn anyones apartment into a prison cell or torture chamber, which I have found out through unfortunate personal experience to be the case.. This is a DISTRIBUTED concentration camp philosophy. Very very Orwellian, and here NOW!!!

Let's say for a moment that such a program were only used against deserving individuals regardless of how you might define them. What's to stop the proprietors of this system to start using it for profit? In essence to start taking out HITS on American citizens, for money? BTW, my tormentors sometimes refer to me as "Shane." I wonder what this means? I think I once saw a Clint Eastwood film where the main character, helped a community of gold panners fight the Strip miners., but that could be another film, who knows??? Anyway, it could be another clue as to the real motivations of this group.

So.. they got together with CRLA, LE, and I am now of the opinion HUD, to come up with a program to remove these people from the streets, neutralize or k___ them. As they say, "dead men tell no tales," and sure don't file citizen complaints. The HUD portion of this was and is "Operation Weed and Seed." Like the Patriot Act, the text of this was written in a legal manner, consistent with constituational priniples, but; you can bet that LE as in the case of the Patriot Act, severly and deliberately overstepped its bounds, thinking that it had the mandate, if not the legal justification to start begin running anyone they thought of as undesireable out of town. ["I'm a givin ya 'till sundown to git out of town "Jesse James."] You git the idea. So... no more crackhead welfare mothers, prostituting themselves so they had enough money to get a fix, and have breafast at Denny's. We had potential tourist dollars we were trying to attract. The investors had to get their money back.. or else... Anyway, here comes a whole new set of ILLEGAL police tactics. Affectionately referred to as acoustic psycho correction, or covert coercive persuasion. Theoretically non-lethal, but; resistance, or simply misunderstanding produced, and still does, harsher results, Much harsher...
Speculating again: CRLA, LE and HUD formed a COVERT hit squad, they called the "RAIDERS." I believe they manipulated the anger of the HOOLIGAN movement and directed it towards specific targets. Any designated enemies of the CORPORATE state. And again a designated enemy could be anyone, secretly designated as such. Regardless of this persons actual intent or behavior. Since they now had a COVERT first strike capability, they could run ANYONE out of town, again, without PROCESS OR WARRANT. Sure, probably some people deserved what they got, while others... Well, that's just too bad, because our PROFITS come first, and LA needed to be rebuit. Who could argue with that logic..., but someone should have. That's also the problem with taking the law into your own hands..
The first time I remember seeing an example of this HIT SQUAD in action was sometime in the summer of 1999. I saw a middle aged African American woman crossing the street, and I saw 4 cars converge on her from all 4 directions, (Hollywood and Vine), all blasting their angry horns at her. I also saw her grabbing her ears in pain, and sreaming for mercy. None was forthcomming... Who knows what the woman had done or was doing, but; since she was free to walk the street, I'll bet it was nothing other than a criminal history, not necessarily any current criminal behavior, which I'll bet was victimless and simply fell into the nuisance category, if it existed at all. "BROKEN WINDOWS POLICING FOLKS, or should I say "Crystal Nacht." So, how do you run someone like that out of town, without stirring up a public outcry. Well I guess they figured it out...
When I first moved to the Mac Arthur Park area, I moved into a building that was sponsored by CRLA. I didn't know it at the time, I think management was just under orders to get people in who were working, which I was. 9 months later I was ordered to fill out a CRLA qualification form, which I did under the threat of being evicted. This must have been how I got onto the database to begin with.
Long story short, I believe CRLA and its members and board of directors may be the primary ones responsible for this "RAIDERS" vigilante group, which through MY dogged efforts, has changed its name to the "LAKER's." Not much of an effect, but; at least it's something. You know, I'm willing to bet that the membership of CRLA is made up of private corporations that have investments in the city of LA, esp., real-estate. Funny thing, the real-estate industry is very big into Operation Weed and Seed (Bleed and Greed). As a matter of fact I was approached by latin male in his 30's named WILLIAM who claimed he was involved in the real-estate industry, and drove a black NISSAN FRONTIER with "NO PLATE." Imagine That!!! Anyway, I didn't get any useful inforation out of him, but; I did find out that he had an advanced Geography degree. Hmmmm, I wonder what occupation that kind of degree is good for???
If my speculation holds up this far, I suspect that one of the CRLA member organizations, probably on the Board of Directors, has massive real-estate holdings in LA. I'll bet it also has a private security force. I also bet this company is none other than X9MUco, inc. When I originally started researching this, I discovered that X9MUco has a private security force that is comparable in size to the OC Sheriff's dept. I also discovered that it has one of the worst records of citizen, and civil rights complaints, and through visual observation, I have determined that many of the Perp vehicles are driven by members of this company's private security force. Go figure... BTW, private secrity forces are not subject to the same kind of restrictions as LE, when it comes to reasonable suspicion, probable cause and Miranda rights,... even when they're working for the government in an LE role... And more and more PD's are hiring them as ersatz LE. This is a crisis situation for American civil rights, and the ACLU, NLG and others are all over it, but; they absolutely need your help. THEY ARE LOSING THIS BATTLE. And god help us all, if they do. BTW, I am willing to file an Amicus brief on behalf of ANY ATTORNEY OR PLAINITFF who has such a case. Mr Nussbaum, and Mr Ree, please contact me, if you thick I can help your cases! I can't wait to give these bastards what they deserve!!!!
News flash, the city of LA is in bed BIG TIME with X9MUco, and aparently has entered into some kind of arrangement to have them patrol the streets of LA, strictly an LE function... As a matter of fact, from my experience, this organization's infiltration of domestic life in LA is so complete that it appears they have moved at least one or more of their agents into every apartment building in LA, and every strip mall, not to mention every corner and bus stop... This is BIGGGG, not only in terms of ILLEGAL domestic surveillance, the kind strictly prohibited by the PATRIOT ACT, but; also in terms of the fact that this gives the "city fathers" the ability to turn anyones apartment into a prison cell or torture chamber, which I have found out through unfortunate personal experience to be the case.. This is a DISTRIBUTED concentration camp philosophy. Very very Orwellian, and here NOW!!!
Does anyone see a problem with this besides myself??? Where's the checks and balances. Let's say for a moment that such a program were only used against deserving individuals regardless of how you might define them. What's to stop the proprietors of this system to start using it for profit? In essence to start taking out HITS on American citizens, for money? BTW, my tormentors sometimes refer to me as "Shane." I wonder what this means? I think I once saw a Clint Eastwood film where the main character, helped a community of gold panners fight the Strip miners., but that could be another film, who knows??? Anyway, it could be another clue as to the real motivations of this group.

In other parts of California, different radio station decals are used (KFROG, MEGA 100, etc.). The concentration however seems to be the heaviest in LA and Orange Counties, which makes sense when you consider the vast amount of public corruption in both those areas.
