Le Partenariat nord-américain pour la sécurité et la prospérité (PSP) fut créé en mars 2005 lors d'un sommet réunissant les chefs d'État du Canada, des État-Unis et du Mexique. Aucun traité officiel n'a encore été ratifié par le PSP, lequel se dit vaguement basé sur « un dialogue fondé sur des valeurs communes ».
Ce forum nord-américain a sponsorisé l'une des réunions secrètes qui se sont tenues en septembre 2006 à Banff Springs, Alberta, Canada. Lorsqu'il fut interrogé quant à sa participation, Stockwell Day (Ministre de la sécurité publique du Canada) s'est refusé à tout commentaire, prétextant qu'il s'agissait bien là d'une réunion « privée ».
Le PSP repose sur un modèle de type NAFTA + sécurité intérieure. Son principe fondateur est de favoriser le libre échange économique et la sécurité nationale dans le but de promouvoir la prospérité. Toutefois, de nombreux opposants du PSP notent que la prétendue prospérité exhortée par les précédents accords de libre échange de la NAFTA n'ont eu pour seul effet d'enrichir les grandes entreprises, d'aggraver la pauvreté et de déplacer les populations.
Le People’s Global Action Bloc a lancé un appel à trois jours d'action contre le sommet du PSP à Montebello. Le 19 août sera consacré à la résistance créative et à la sensibilisation contre le PSP dans la région de Montebello tandis que les 20 et 21 août s'orienteront plutôt sur l'intervention directe en vue de l'interruption du sommet.
Parallèlement à ces manifestations se tiendra un camp de protestation autogéré à proximité de Montebello, dans le village de Notre Dame de la Paix. Ce camp constituera une zone communautaire ouverte à tous et axée sur la réflexion, la création et le rassemblement de groupes et personnes engagés pour la consolidation d'une société basée sur la solidarité. Le Conseil nord-américain de la compétitivité (CNAC) a été lancé dans le cadre du Partenariat pour la sécurité et la prospérité (PSP) en juin 2006. Ce conseil constitue le seul comité consultatif du PSP et rassemble 30 chefs d'entreprise en provenance du Canada, des Etats-Unis et du Mexique, ainsi que 10 conseillers issus de chacun des États signataires du PSP.
L'agenda du Dialogue sur le Partenariat pour la sécurité et la prospérité des secteurs public et privé des trois pays du 10 Janvier 2006 révèle les véritables objectifs du CNAC : « un engagement substantiel et pragmatique sur les questions commerciales et sécuritaires sans révérence exagérée aux sensibilités politiques ». Un article du magazine Maclean paru le 13 septembre 2006 décrit le CNAC comme un « un groupe sélectif de cadres supérieurs ayant été dépêchés à Cancun [Mexique] par les dirigeants du Canada, des Etats-Unis et du Mexique afin d'établir un plan d'action visant à promouvoir l'intégration américaine au-delà de la NAFTA ».
Le CNAC est devenu une réalité concrète dont émergent des propositions entrepreneuriales à l'initiative de divers groupes de réflexion tels que le Conseil canadien des chefs d'entreprise (CCCE), le Conseil des relations étrangères (CFR) ou le Conseil mexicain sur les affaires étrangères (COMEXI), avec pour but de fonder un comité d'entreprise trinational dont le rôle serait d'orienter les trois gouvernement en matières d'intégration militaire, de sécurisation des ressources énergétiques ou encore de contrôle des migrations.
Au Canada, le CCCE est une organisation de PDG dont les entreprises génèrent des revenus de 2,1 billions $C. En janvier 2003, le CCCE a lancé une Initiative nord-américaine pour la sécurité et la prospérité afin d'accroître les investissements, stimuler les flux de capitaux, mettre en place des accords de sécurité et de défense militaire et trouver des moyens plus rapides d'extraire les ressources (pétrole, gaz naturel, eaux, produits forestiers). Ces questions sont désormais au cœur des discussions du PSP. En bref, il s'avère qu'en représentant les intérêts des entreprises privées, le CNAC a été institutionnalisé en tant que comité stratégique d'élaboration de politiques, menaçant ainsi de formaliser et de renforcer l'influence grandissante des grandes entreprises.

Some Bush aides are appalled that voting would be overseen by a man who arranged his reelection with 91 percent of the vote and changed the constitution in May to allow himself to remain in office for life.
