The bill passed by a margin of 106-95 in a vote that fell along party lines. The bill is headed back to the Senate which passed a similar bill in December. Governor Rendell is expecte to veto the bill if it lands on his desk with the present voting restrictions.

The bill is seen by many as an effort to disenfranchise voters by the GOP majority controlled House and Senate. Those affected by the bill are part of a voting block that is largely Democratic.

Proponents frame it as an anti-frawd measure, though Committee of Seventy argues that there is little to justify this.
