In 1970, a number of baby blackfish were captured from the Salish Sea, the islanded body of water nestled into the coastlines of southern British Columbia and much of Washington State. DIRECTIVE 650.00 SEARCH, SEIZURES AND INVENTORIES We last commented on this Directive in October, 2014. It appears that none of our comments led to changes in the policy, and moreover no changes were made at all to the policy.
As such, we will simply repeat our previous comments here albeit with some fine-tuning and updates:
--One term that jumps out in the directive is the exception to searches needing warrants called "stop and frisk" (Section 2.1). While the term "frisk" is defined ("a cursory pat-down type physical search of a person), the action of a police "stop and frisk" is not.
NURSES AT Baystate Franklin Medical Center (BFMC) in Greenfield, Massachusetts, went on strike earlier this month for the second time in less than a year, followed by a lockout afterward imposed by management. The 200 members of Massachusetts Nurses Association (MNA) have been working without a contract since December 2016. They held a first one-day walkout in June 2017.
On 3.29.18 I observed a half dozen Portland Police cars and a Homeland Security vehicle on SW 10th street by the Galleria Max stop.
There were two men who were handcuffed. One in a stairwell corner and one already inside a police SUV. They were both taken from the scene by ambulance, there also was one handcuffed lady, who was released. I over heard (while filming) words like heroin, having warrants, a shooting under the bridge. I also noticed three Target employees-security talking with the police. The one Homeland Security officer was standing and watching the handcuffed lady. He was not being aggressive or engaging, he casually slipped away around 4 minutes into the video. I captured a police officer un-cuffing the lady and handing the handcuffs to the Homeland Security Officer at 3:58 in the video, just before he takes off.
